- The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Change Division (CCD), Climate Economics Branch (CEB) intends to award a sole source fixed price contract under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1, to Texas A&M University (TAMU) for continuing support a key economic modeling tool for analyzing projected U.S. forest and agricultural Greenhouse Gas (GHG) emissions and carbon sequestration and the economic potential of GHG mitigation in these sectors. CCD uses this work to build effective domestic and international capacity to analyze and reduce GSG emissions and associated air pollution. A full Statement of Work is available on the EPA OAM website: http://www.epa.gov/oamhpod1/admin_placement/0811454/index.htm. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that the staff at TAMU are uniquely qualified to satisfy the Government's requirement, as they have initiated and led model development in this area for nearly two decades, which has resulted in the current Forestry and Agriculture Optimization Model + Greenhouse Gases (FASOM-GHG) model. The expertise of the TAMU staff in the economic modeling of agricultural and forestry is internationally recognized; and the FASOM-GHG model is considered unique and unsurpassed for modeling domestic land competition between agriculture and forestry -- a complex and essential factor for evaluating the land implications of policies. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within fifteen (15) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed contract based upon the responses to this notice is solely within the discretion of the Government. All questions should be directed to Sharron K.
