Description
Arcata Associates, Inc. has a requirement to provide all Engineering, materials, equipment, labor and related work to erect six (6) Government-furnished Flight Termination System (FTS) Antenna Towers (GFE) at NASA Dryden Flight Research Center (DFRC), Edwards AFB, 93523-0273. The work is to include: graded access road, concrete caisson foundations and integral slab, concrete pads and walkways for cable restraint system, 20' high elevated steel work platform and access bridge, cable trench into the building, antenna grounding system, erection of six Government-furnished retractable antenna towers; and miscellaneous related work. The work will include using the attached Statement of Work (SOW), catalog cuts, and sketches to produce a final, biddable set of construction documents, including drawings, specification, and cost estimate. The Statement of Work is attached to this solicitation. This notice is a combined synopsis/solicitation for construction in accordance with clauses in FAR Subpart 36, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal(RFP). The NAICS Code for this procurement is 238190. 1. A site survey is mandatory as a condition of this project and will be held on April 24, 2008. IF YOU DO NOT ATTEND THE SITE SURVEY, YOUR PROPOSAL WILL NOT BE ACCEPTED. THERE WILL BE NO EXCEPTIONS TO THIS. The following information is needed for visitor requests and must be submitted no later than April 10, 2008. a. Name of Person(s) up to three (3) b. SSN - Last 4 digits c. Place of Birth d. Date of Birth e. Government Issued Identification/Drivers License Number, Issuing State, Expiration Date f. Citizenship. If not a US Citizen, provide Alien Number. A passport and naturalization papers will also be requested. REQUIREMENTS FOR BASE ACCESS: -All persons are required to have a valid Government issued ID. -All vehicles are required to have current registration and current proof of insurance. If either of these documents cannot be provided at time of entry; base access will be denied. 2. After completion of the site survey, questions regarding this acquisition must be submitted in writing to DFRC-DL-ARCATA-PROCUREMENT@MAIL.NASA.GOV no later than COB, MAY 1, 2008. All questions and responses will be posted to this solicitation no later than MAY 9, 2008. 3. ONE (1) ORIGINAL AND SIX (6) COPIES OF ALL PROPOSALS MUST BE SUBMITTED IN BINDERS OR FOLDERS. TECHNICAL AND PRICING DATA MUST BE SUBMITTED IN BINDERS OR FOLDERS SEPARATE FROM THE PROPOSALS IN ORDER TO BE ACCEPTED. a. ALL PROPOSALS MUST INCLUDE SITE SPECIFIC SAFETY AND HEALTH PLAN PER ATTACHED GENERAL SAFETY REQUIREMENTS b. ALL PROPOSALS MUST PROVIDE PAST PERFORMANCE BASED ON WORK c. UPON AWARD, THE CONTRACTOR WILL NEED TO PROVIDE CERTIFICATE OF INSURANCE LIABILITY TO SPECIFY ARCATA ASSOCIATES AS A CERTIFICATE HOLDER d. UPON AWARD, THE CONTRACTOR WILL NEED TO PROVIDE TRAINING CERTIFICATES FOR OPERATORS BASED ON PROPOSALS e. UPON AWARD, THE CONTRACT MUST SPECIFY USE OF ALL EQUIPMENT AND CERTIFICATIONS FOR EACH USE OF OUTSIDE MACHINERY. ALL PROPOSALS MUST BE RECEIVED IN THIS OFFICE NO LATER THAN 2:00PM ON JUNE 12, 2008. PROPOSALS CAN BE HAND DELIVERED OR MAILED. NO EMAILED PROPOSALS WILL BE ACCEPTED. THIS OFFICE IS NOT RESPONSIBLE FOR ANY PROPOSALS RECEIVED AFTER THE 2:00PM DEADLINE AND WILL NOT BE ACCEPTED. 4. NO BROKERS WILL BE PERMITTED TO BID ON THIS PROJECT. THERE WILL BE NOT EXCEPTIONS. 5. ONLY INDIVIDUALS CAPABLE OF OBTAINING OR HOLDING A SECURITY CLEARANCE WILL BE PERMITTED TO BID ON THIS PROJECT. THERE WILL BE NO EXCEPTION. 6. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFP and amendments (if any). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 2:00 p.m. local time on JUNE 12, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
