*******************Contact Elizabeth Mudler/DFS at elizabeth.e.mudler@nasa.gov or via fax 256-544-4401.*********** NASA/MSFC has a requirement for FABRICATION AND MACHINING OF TWO ABLATIVE LINERS.. NASA/MSFC intends to purchase the items from ATK Launch Systems Inc on a sole source basis. ATK - SEHO is the only known contractor with personnel certified to operate MSFC's tape wrapping machine which will be utilized for the proposed effort. The operators must be re-certified yearly and ATK - SEHO is the only known source with the requisite qualification and certifications to operate this machine and satisfy schedule requirements. ATK-SEHO is uniquely positioned to perform the required support since their personnel who will provide the required support are already located on-site working under another contract and have access to the facilities where the proposed work will be preformed. In addition, no travel expense or per diem will be charged for the proposed effort. In 2006 and 2007, ATK Launch Systems Inc. - SEHO provided the first and second sets identically designed ablative liners for this LOX/Methane test program. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Elizabeth Mudler/DFS at elizabeth.e.mudler@nasa.gov or via fax at 256-544-4401 not later than 12:00 noon CST p.m. on 03/28/2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. 1852.215-84 Ombudsman. (OCTOBER 2003) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes. Therefore, before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. (b) If resolution cannot be made by the contracting officer, interested parties may contact the installation ombudsman, Robin N. Henderson, George C. Please do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements.
