- NASA/JSC has a requirement for the GENOA software license renewal package which includes GUI & interface with NASTRAN, PATRON, ANSYS, ABAQUS, Progressive Failure Analysis, Composite Material Characterization Analyzer-MCA-MUA, MCO, Filament Winding, and 12-month maintenance and support (Bronze package). NASA/JSC intends to purchase this software package direct from the manufacturer, Alpha Star Corporation. A market survey conducted by the NASA/Johnson Space Center's technical organizations has shown that the manufacturer, Alpha Star, is the only available source for this product and support which is able to meet the Government's specifications. GENOA was developed in collaboration with NASA under a SBIR contract in 1999. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 1, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
