Description
The Department of Homeland Security/ Federal Emergency Management Agency intends to award a sole-source firm fixed priced contract to the National Railroad Passenger Corporation (Amtrak) for transportation resources to provide for possible emergency evacuation of, and adequate capacity to transport, a minimum of 9,000 evacuees within a 48 hour time period by rail from the City of New Orleans, LA and possibly other coastal urban centers with large mass-transit dependent populations along the Gulf and south Atlantic coasts, to Amtrak and FEMA mutually agreed upon stations in the event of the evacuation order. Operation of evacuation trains will commence within 24 hours of receiving notice of the need for evacuation services. The period of performance of the required service shall be from date of award through 30 December 2008, with the potential of four (4) one-year options. This contract will be awarded per Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. There is no other rail transportation service except Amtrak that can provide intercity passenger rail transportation in New Orleans and the Gulf Coast region. Without Amtrak?s services, American lives will be at risk in the event of a disaster like that caused by Hurricane Katrina in 2005. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Unless otherwise stated herein, no additional written information is available. A determination by the Government not to compete this effort is solely within the discretion of the Government.
