Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.. We have a requirement for a Post Newspaper at FORT RILEY, KANSAS 66442 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisi tion Circular 2005-20 effective 6 Sept 2007. This requirement is unrestricted and not set aside for small business. The applicable NAICS code is 511110 with a size standard of 500 employees. There are 4 contract lines item (0001) Post Newspaper Base Yea r, FFP, Post Newspaper Base Year 1 Jul 08 thru 30 Jun 09; (0002) Post Newspaper 1st Option Year, FFP, Post Newspaper 1st Option Year 1 Jul 09 thru 30 Jun 10, (0003) Post Newspaper 2nd Option Year, FFP, Post Newspaper 2nd Option Year 1 Jul 10 thru 30 Jun 11, (0004) Post Newspaper 3rd Option Year, FFP, Post Newspaper 3rd Option Year 1 Jul 011 thru 30 Jun 12. Your price shall be No Cost to Government, FOB destination. Inspection and acceptance shall be at destination. You must be registered in the Central Co ntractor Registration (http://www.ccr.gov/). Award shall be made Technical and past performance, and coordination (between Contractor and Government Personnel). This is a no-cost contract and price is not a factor in the order of importance. Proposals are to be submitted electronically to docinvoices@riley.army.mil, on or about 15 April 2008 at 10:00 A.M. CST. T his is a non-cost contract for the Government. All advertising sales will go to the publisher; the Government will incur no expenses. The publisher shall provide all the necessary funding, personnel, equipment, supplies and labor necessary to publish a C ivilian Enterprise (CE) newspaper, the Fort Riley Post. The work will consist of providing all personnel, equipment, labor, supplies, tools, materials, supervision and other items necessary to assemble print and deliver a minimum of 24,000 to a maximum of 40,000 copies of a weekly CE tabloid newspaper to bulk drop distribution points plus other on post and off post individual patrons, and other designated locatio ns in accordance with the Statement of Work. U.S. Government funds shall not be used to print or distribute the newspaper; the contract line items will be identified as no cost. The revenue the Contractor receives from the sale of advertisements in the new spaper shall constitute full payment to the Contractor. This will be a base and three option year contract.
