- The Government requires the following: Contract to be negotiated on a sole source basis with Wartsila Defense Inc., for Technical Representative Services, per FAR 6.302. The technology and techniques required to perform this effort have been determined to be proprietary to Wartsila Defense Inc. Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to offer due date, which will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government. The Government anticipates a Labor Hour, Indefinite Delivery, Indefinite Quantity, services type contract, with Firm, Fixed-price (variable quantity) supply components. This requirement supports dry docked and waterborne U.S Naval vessels and/or other marine vessels being repaired at Naval Facilities, which require technical assistance for the repair and/or replacement of the stern tube seals and/or rudder seals. Place of Performance is Western Pacific Naval Facilities. The contractor shall assist Government personnel by providing technical assistance in the repair/replacement of stern tube seals, rudder seals, and ensuring that the seals are properly vulcanized with vulcanizing compound. Period of Performance: 12 months from the date of award, with two one-year option periods. Not a commercial (FAR Part 12) acquisition based upon market research. Numbered notes 12, 22 and 26 are applicable. This notice is therefore published for informational purposes only. No additional sources are being sought at this time.
