Description
The National Guard Bureau (NGB) is requesting information from industry for aviation services in support of Homeland Security/Homeland Defense operations, National Special Security Events, Domestic Response; Counter-Narcotics and Counter-Terrorism ef forts of the National Guard within the continental United States, Alaska and US territories within the Caribbean Area. History: NGB-J3 has maintained a capability for Domestic Operations since 1994 utilizing fixed wing aircraft. NGB-J3 is curren tly investigating alternative methods to address the domestic operations requirement. Rules of Engagement: This announcement is not a formal solicitation and is not a request for proposal. Any formal solicitation will be announced at a later date. This RFI is for planning purposes only and is not to be construed as a commitment by the Government. Any costs associated with participating in these exchanges are at the expense of the company. The Government will treat all parties neutrally whether or not they participate in exchanges. There is no obligation on the part of the Government, nor will any contract result from these exchanges (reference Federal Acquisition Regulation (FAR) 15.201). The formal source selection process starts at release of the Request for Proposal (RFP). Until RFP release, the Government will proactively continue market research, industry exchanges, and maximize release of all strategies and information. We are not seeking proprietary information as a result of these excha nges; however, if it is necessary to respond with proprietary information, please properly designate it. The Government will follow the guidance of FAR 15.201(f) concerning information provided to/from industry. The goal for these exchanges is to incorpo rate any strategies that provide added value. This is not an R&D effort. Submit questions to this office by 0800 14 April 2008 The Government plans to have an industry day, date and time to be determined. Limit responses to thi rty (30) pages. RFI Details: NGBJ3 seeks responses from industry to support the Domestic Operations Directorate of the National Guard Bureau with aviation services. Aviation services would meet Wide Area Assessment requirements supporting Homeland Security/Homeland Defense operations, National Special Security Events, Domestic Response; Counter-Narcotics and Counter-Terrorism efforts of the National Guard within the continental United States, Alaska and US territories within the Caribbean Area. The Government would estimate a need for an aircraft within 2 hours flight time of all major population centers within the continental United States. The Government seeks information from industry on proposed aircraft solutions, basing solutions, trade offs, timelines, and contract structuring to support an effort estimated for 4000-6000 flight hours per year for a period of 35 years utilizing aircraft with the following existing or potential capabilities. The Government desires information for a turnke y solution utilizing Commercial Off The Shelf (COTS) technology to include aircrew, maintenance and aircraft. The Government is seeking information on aircraft with the following mission capabilities: Essential List: - Full Motion Video (FMV) of InfraRed (IR), Daylight and Low Light TV Sensors o Line of Sight (LOS) datalink capability for FMV in excess of 50NM at 10000. - High Resolution Wide Area Overhead Still Digital Photography - Military and Government agency VHF-FM, VHF-AM and UHF Communications capabilities. o Ability to hook a Federal/State/Local Government Agency Handheld Radio to aircraft power and antenna and listen/t alk through aircraft communication system. In addition to the Essential List: The Government desires on all aircraft on a daily basis. - Ability to call a phone from the aircraft. - Government Representative should be able to Walk- away from the jet with recorded video, digital images and other required information in-hand. The following list reflects needs requiring 3-4 aircraft operating from 1-2 locations for a period of 10-60 days utilizing 1-2 of the following capabili ties in addition to the SATCOM capabilities, all aircraft should have these capabilities, but not necessarily on a daily basis. In addition, the Government seeks industry recommendations for Government investments which possibly stretch over 2-3 fiscal ye ars to obtain these desired capabilities. - Maritime Patrol Radar - Ground Penetration Radar - Foliage Penetration Sensors - Multi-Spectral Sensors - Hard point with access to aircraft power to carry government furnished sensor. - Ce ll Phone Relay/Communications Capability - Voice SATCOM - Data SATCOM supporting an Email, mIRC or Instant Messenger capability. The Government is seeking information on aircraft with the following aircraft capabilities: - 5 hour on-station duration at 10000 MSL. o 6 Hour total flight time with transit time o On-station is normally circling at minimum safe airspeeds at ? or ? flaps. - Operate from civilian airfields of at least 5000 length with an operational control tow er within a takeoff temperature range of 20110 Degrees F at a takeoff pressure altitude of 0-5000 MSL under IFR conditions. - Carry at least one Government liaison and two Government observers during flights. o Government Representative will have f ull access to the aircraft Internal Communication System (ICS) and Radios o Government Observers will have full access to ICS and listen capability of Radios.
