Description
The US Army Communications Electronics Research, Development & Engineering Center (CERDEC), S&TCD, Information Assurance (IA) Office, AMSRD-CER-ST-IA, Fort Monmouth, NJ 07703 is conducting an industry survey of interested sources (US Only), under the Army Technology Objective  Manufacture (ATO-M) Program, to locate sources for the development/manufacture of an Affordable Cryptographic Engine (ACE) for baseband/link data communications encryption. The primary goal is to drive down the costs associated with embedding COMSEC/TRANSEC/GPS SAASM capabilities in small form factor end items. A secondary goal is to streamline the security certification process for embedding the ACE module in the end item. The following requirement list is to be considered whe n developing a cost/performance/benefit/level of security trade-off analysis. 1. The ACE MUST support a. Communications Security (COMSEC) requirements of Squad Radio and unattended sensor communications. Secret and below. b. Low cost. (ta rget price base on quantities of 10k, 50k, 100k and 300k). c. Non-Controlled Cryptographic Item (CCI) designation for end item (ie. Radio, sensor, etc.) d. FIPS AES encryption. 2. The ACE is DESIRABLE to support a. Selective Available A nti-Spoof Module (SAASM) Decryption b. Cryptographic Modernization Initiative (CMI) and Key Management Initiative (KMI) Compliant c. Minimum throughput: Up to 10Mbyte. d. Transmission Security (TRANSEC) requirements. e. Type 1 Suite A and B enc ryption. This information should include technical specification sheets, price list, availability, and previous sales history. This request for information (RFI)/Sources Sought (SS) Notice is for information and planning purposes only and shall n ot be construed as a solicitation or as an obligation on the part of the US Army CERDEC. The purpose of this RFI/SS is to identify potential sources that may be interested in, and capable of, performing the work described herein. US Army CERDEC does not in tend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or for CERDECs use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of CER DEC evaluation of the information received. Any interested sources must be US citizens with a secret clearance. Technical questions may be directed to the project engineer, Bob Chu, at 732-427-4683.
