ESS-4 Contractor Inquiries and Government Responses, Set 1 Contractor Inquiry # 1: In regards to the two notices released 17 Mar 08 for the Electronic Security Systems requirement, W912DY-R-08-0012 and W912DY-08-R-0013, are there incumbent con tracts for any of that work? If so, can you provide me some of the details of those contracts? In particular, I'm looking for the contractor names, contract numbers, and performance dates of the contract. Govt Response: Yes, incumbent contracts are identified as follows: DACA87-03-D-0022, Shearer & Associates, POC: Frank Shearer, 256-830-1031 (ext 101); Sep 03 - Sep 08; and DACA87-03-D-0024, Black & Veatch, POC: Mike Foote, 913-458-9324; Sep 03 - Sep 08. Contractor Inquiry # 2: My question i s whether the indication that this was a pre-solicitation notice (W912DY-08-R-0012) indicated that an actual solicitation would be following. Govt Response: This notice is soliciting SF330 responses, and identification of key personnel, which are du e on 11 April 2008. This solicitation is the first phase of the process. Contractor Inquiry # 3: Could you tell me if these services are currently being performed by contractors? If so, could you provide the incumbent names as well as contract numbe rs? Govt Response: Same as response to Inquiry # 1. Contractor Inquiry # 4: Will this IDIQ involve OCONUS projects as well as CONUS projects. The recent announcement only mentioned OCONUS requirements briefly but did not provide a relative d istribution, i.e. percentage for the expected project requirements. Can you please provide this so that we may structure our team and our response in the most effective manner? Govt Response: Requirements are for potential projects at both CONUS and OCONUS locations. Assume a 50/50 distribution. Contractor Inquiry # 5: Are you planning a vendor outreach meeting/pre-solicitation information session in DC before the initial release of the RFP for this notice? Such information is not provided in the pre-solicitation notice and I am aware that many government entities have such meetings and just want to make sure that we have not missed the meeting if indeed you plan on having one. Govt Response: No pre-solicitation meetings are planned. Pro posals will be evaluated and follow-on discussions may be held with selected Offerors to determine most qualified firms. Contractor Inquiry # 6: Are there any requirements in Synopsis W912DY-08-R-0012 that would or could present an Organizational Co nflict of Interest; and therefore preclude a successful offeror, who also was a prime on ESS-IV, from bidding on any task orders coming out of ESS-IV. Govt Response: There could be possibilities where conflicts of interest exist on potential future design requirements due to Siemens advantages gained while executing requirements under a related project awarded under an ESS-4 contract. Scenarios would be evaluated on a case by case basis. Contractor Inquiry # 7: Will there be opportunities to conduct site visits? If so, has a tentative schedule been considered yet? Govt Response: No pre-solicitation meetings or site visits by Offerors are planned in the early stages of this contract acquisition. Proposals will be evaluated and follow-on discussions may be held with selected Offerors to determine most qualified firms. Contractor Inquiry # 8: Could you please let me know if there are any items in addition to the synopsis that must be addressed? Govt Response: There are no addi tional items that need to be addressed.
