- Description
- The Bureau of Land Management, are acquiring noxious weed treatment on selected sites on Elko District, Nevada lands. The work consists of applying herbicides to or physically controlling noxious weed sites located on BLM administered lands. Please see RFQ FAQ080046 and attachments for full directions Applicable Directives Contractor must hold a current Nevada Commercial Applicator license. All weed control measures shall comply with the provisions set forth in the Record of Decision for the Vegetation Treatment on BLM Lands in Thirteen Western States EIS - Dated May 1991, and ELKO FIELD OFFICE ENVIRONMENTAL ASSESSMENT Nos. BLM/EK/PL-2002/010, BLM/EK/PL-2002/020 and all federal, state and local regulations. Location and Description - Vicinity maps showing sites are attached in Section J. CONTRACTOR FURNISHED PROPERTY AND SERVICES The Contractor shall furnish all labor, equipment, supervision, supplies (except those designated as Government-furnished) and incidentals to perform all work as set forth in the specifications. The Contractor shall be responsible for purchasing and storing needed herbicides as follows: picloram herbicide (Est. 400.0 Gallons) Escort herbicide (Est. 16.0 Ounces) clopyralid herbicide (Est. 3.0 Gallons) glyphosate herbicide (Est. 15.0 Gallons) Sticker/Spreader (Est. 100.0 Gallons) Blue Dye Marker (Est. 50.0 Gallons) GOVERNMENT FURNISHED PROPERTY There is no Government Furnished Property. SPECIFIC TASKS The Contractor shall complete the attached BLM Pesticide Application Record (Attachment 3) no later than 24 hours after applying a chemical herbicide specified in this contract. A map showing treated areas is required. (Section J - Attachment #3) The Contractor shall not chemically treat targeted noxious weeds species, which have exceeded the prescribed biological treatment window and are producing seed, unless otherwise directed to do so by the Contracting Officer. Approved Herbicides: Active ingredients listed in these specifications must be used and must be found on the BLM List of Approved Herbicides. Generic equivalents of brand names are allowed for use as long as they are listed on the above mentioned approval list. Sticker/spreaders will be used to enhance effectiveness of herbicides. Dye marker will be used to mark areas sprayed. The MAXIMUM rate of herbicide application are as follows as expressed in active ingredients per acre (a.i./acre) (a.i. means active ingredient) APPLICATION OF SINGLE HERBICIDE Herbicide Maximum Rate *Picloram 1.0 lb. a.i./acre Metsulfuron methyl 0.07 lbs. a.i./acre Clopyralid 0.4 lbs. a.i./acre Glyphosate 1.0 lb. a.i./acre * Restricted Use Pesticide. Requires Nevada State Pesticide Applicator License. All vehicle use is prohibited within 10 feet of all live water, including springs, seeps, and wet soil areas. Primary paths and tracks should be cleared on foot prior to use by all-terrain vehicles. All roads (public and private) damaged or opened by the Contractor shall be restored at no cost to the Government to their condition prior to commencement of work. Sensitive, Endangered or Threatened Species (plant or animal) - If sensitive, endangered, or threatened species (plant or animal) are discovered within the treatment area immediately notify the COR. The Government may issue a suspend work and/or partially terminate any portion of the work due to discoveries of sensitive, threatened, endangered species or archeological sites during contract operations. Whenever a specification; Agency, State or Federal law; or label direction has a contradiction, the most stringent interpretation shall take precedence. A 500 foot unsprayed buffer strip shall be left next to inhabited dwellings unless waived in writing by the resident. A buffer strip of 100 feet shall be left next to croplands and barns. Boom sprayers shall not be used within 25 feet of water bodies. Spot treatments with vehicle mounted handguns or with backpacks shall not be applied within 10 feet of water, unless using an aquatic labeled herbicide. Wind velocities for chemical applications of herbicides must be 10 mph or less in all instances. SITE SPECIFICS South Fork Weed Treatment Project Location of project - The herbicide treatment site is 10 miles southwest of Elko, Nevada in Elko County along the South Fork of the Humboldt River. See South Fork project location map. Description of Work - The treatment site includes approximately 165 acres along the South Fork of Humboldt River, southwest of Elko, Nevada. Treatment crews will use backpack sprayers and/or an ATV mounted sprayer to treat approximately 5 acres of leafy spurge (Euphorbia esula), approximately 100 acres of Scotch thistle (Onopordum acanthium), approximately 50 acres of hoary cress (Cardaria draba), approximately 10 acres of Russian knapweed (Acroptilon repens). Any noxious weed infestations that are located within 10 feet of water will be treated using AquaMaster (aquatic glyphosate) at the rate of 2 lbs. a.i./acre. Scotch thistle will be treated with Transline at the rate of 2/3 pints/acre (.25 lbs. ai/acre) when the plants are in the rosette stage. A spray solution of 1/4 fluid ounce (29 ml) of Transline per 1 gallon of water applied to 1000 square feet is equivalent to the 2/3 pints/acre rate. Scotch thistle plants that have matured past the early bolt stage of growth may be cutoff below the crown of the plant before seeding out to fulfill contract requirements. Tordon 22K will be used for Russian knapweed at 1 lbs. a.i. of active ingredient per acre. Tordon 22K will be used to treat the leafy spurge infestation at 1 lbs. a.i./acre. Escort (metsulfuron methyl) will be used to treat hoary cress at a rate of 1.0 oz. per acre. Application will be by ground equipment. No aerial application will be made. The control work specified in this contract may require multiple site visits during spring, summer and fall seasons. The majority of the specified treatments will require hand work that includes pulling/dragging hose and backpack applications on steep terrain. The Contractor shall contact the authorized BLM Contractor Officer Representative or Project Inspector (COR/PI) 72 hours prior to implementing any work specified in this contract. Furthermore, the COR/PI shall be present at the prescribed work sites to direct and inspect the Contractor. The Contractor shall complete the attached BLM Pesticide Application Record (Attachment 3) no later than 24 hours after applying a chemical herbicide specified in this contract. Marge Burned Area Weed Treatment Project Location of project - The herbicide treatment site is 12 miles southwest of Elko, Nevada in Elko County around Grindstone Mountain. See Marge project location map. Description of Work - The treatment site includes approximately 1,800 acres around Grindstone Mountain. Treatment crews will use backpack sprayers, ATV mounted sprayers, or pickup-mounted or tractor pulled sprayers to treat approximately 1,600 acres of Scotch thistle and 185 acres of hoary cress. Any noxious weed infestations that are located within 10 feet of water will be treated using an aquatic labeled glyphosate at the rate of 2 lbs. a.i./acre. Scotch thistle will be treated with picloram at the rate of 1 lbs. a.i. of active ingredient per acre when the plants are in the rosette stage. Scotch thistle plants that have matured past the early bolt stage of growth may be cutoff below the crown of the plant before seeding out to fulfill contract requirements. Escort (metsulfuron methyl) will be used to treat hoary cress at a rate of 1.0 oz. per acre. No aerial application will be made.
