Description
The Department of Commerce/National Institute of Standards and Technology intends to negotiate on a sole source basis with T-VEC Technologies Inc., 2214 Rock Hill Road, Herndon, VA 20170 to provide enhancements to an existing toolkit, accepted for use by Transportation Security Administration (TSA)/Department of Homeland Security (DHS). The original toolkit-the TWIC Card application and Conformance Testing Toolkit was developed by T-VEC. The National Maritime Security Advisory Committee published the ?TWIC Reader Hardware and Card Application Specification? which calls for issuance of secure, interoperable credentials through the medium of smart cards to secure our nation?s maritime facilities. T-VEC exhibited superior technical expertise in interpreting these specifications to develop a toolkit that contains 102 conformances tests for testing a TWIC Smart Card for conformance to these specifications. This toolkit was tested by NIST its features demonstrated to TSA/DHS and has been found to be acceptable to both NIST and TSA/DHS. Based on the thorough knowledge of the logic of the tests (being the original developer) and the investment T-VEC has already made an understanding and interpreting the test, T-VEC is in the best technical position to perform the necessary enhancements. Further T-VEC has established their credential in developing two reliable, industrial strength conformance testing toolkits- ?PIV Card application and Middleware Testing Toolkit? and ?PIV Data Model Conformance Testing Toolkit? which are currently being used by NIST NPIVP AND GSA FIPS 201-EP evaluation programs to certify products for conformance to FIPS 201 specifications to meet the goals of presidential directive HSPD-12.
