Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions and clauses incorporated herein are those in effect through Federal Acquisition Circular 2005-23, effective December 26, 2007. This requirement is being synopsized as full and open competition under standard industrial classification code 8472, NAICS Code 611710; size standard is $5.0 million. The resulting contract will be a Firm Fixed Price type Contract under FAR Part 12 ??? Acquisition of Commercial Items. COMMERICAL ITEM DESCRIPTION: The Department of Veterans Affairs Medical Center/Employee Education Resource Center, St. Louis, MO proposes to enter into a firm-fixed contract. Quote are due Monday April 7, 2008 by 3:00 pm CST to Linda Eley, linda.eley@va.gov, or fax to (314)894-6427. Questions can also be permitted no later than April 3, 2008 @ 1:00 pm CST. All questions must be addressed to the Contracting Officer/Specialist only. Any other official may disqualify the offeror from submission of a quote. STATEMENT OF WORK FOR Accreditation Consultant Accreditation Consultant Department of Veterans Affairs (VA) Employee Education System (EES) Birmingham, Alabama 1. Purpose: The Employee Education System (EES) Birmingham Center requests subject matter expert (SME) to provide consultant services for the purpose of the EES Accreditation program. The program is without a coordinator at this time leaving reports due and a review of policies and procedures related to accreditation needed. Specifically, the purpose of the consultant is to: ??? Assist with Accreditation Council for Continuing Medical Education(ACCME) interim report ??? Assist with American College of Healthcare Executives(ACHE) interim report ??? Make an assessment of EES Accreditation Program to include: Coordinate independent audit of program Review and analyze audit results ??? Develop and action/implementation plan for recommended corrective/improvement actions. ??? Update policies and procedures related to EES accreditation. 2. Background: Accreditation coordinator position has been left vacant, recruitment action is in the process; however, interim reports are needed to be completed and assessments of the entire program need to be completed. It is being requested that a SME assist EES Accreditation during this period of time that the position is vacant to complete interim reports and assessment of current program. 2. Contracting Officer???s Technical Representative TBD 3. Government furnished property, materials, and services 4.1 Materials will be accreditation files. These files will be sanitized as not to provide any listings of personnel or any PII information of any VA/VHA personnel. 4. Performance ??? Specific Tasks The contractor shall provide: ACCME interim report ACHE interim report Assessment of EES Accreditation Program Coordinate independent audit of program Review and analyze audit results Develop and action/implementation plan for recommended corrective/improvement actions. Update policies and procedures related to EES accreditation. 5. Contractor Qualifications The contractor characteristics for delivery of this program include educational and subject matter expertise at an exceptional level in the area of accreditation experience. Qualifications can be demonstrated through past assistance with accreditation reports, assessment of accreditation programs, development of action/implementation plans and updates of policies and procedure recommendations. 6. Timeframe The consultant services should occur from date of contract until not to exceed September 30, 2008. The following provisions and clauses shall apply to this solicitation: 52.252-2 Clauses Incorporated by Reference. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
