Description
SCOPE OF SERVICES: This is a total service-disabled veteran-owned small business set-aside. The agency intends to award at least three (3) Indefinite Delivery Indefinite Quantity (IDIQ) contracts for an Architect-Engineer (A-E) services with a basic contract performance period of one calendar year with no less than three (3), one (1) year option periods. Work shall be accomplished for South Texas Veterans Health Care System (STVHCS), Audie L. Murphy Veterans Hospital, San Antonio, TX, including areas of responsibility of the STVHCS at the Kerrville VA Hospital, out patient clinics in San Antonio, Corpus Christi, Laredo, Victoria, and McAllen; and the Care Center at Harlingen. In accordance with the Veterans Affairs Acquisition Regulation (VAAR) Subpart 805.207(a) The geographic area within which the Government will consider A/E firms (including joint ventures) is within the state of Texas, with San Antonio, Texas being the geographic optimum. GENERAL INFORMATION: Professional A-E services for these projects will be accomplished under task orders written against the task order contract. Task order contract, means a contract for services that does not procure or specify a firm quantity of services (other than a minimum or maximum quantity) and that provides for the issuance of orders for the performance of tasks during the period of the contract. The A-E services required will be multi-disciplined and include but is not limited to mechanical, electrical, civil, architectural, structural, landscaping, and environmental with primarily mechanical engineering and electrical engineering requirements. Task orders shall consist of, but not limited to: performing and conducting charrettes, technical studies, analyses, surveys, investigations and reports, planning site developments and installations, designing and developing engineering construction working drawings, specifications, cost estimates and design analysis, preparing technical portions of Request for Proposal (RFP) packages, supervising and inspecting maintenance, repair and construction projects, and performing the necessary supervision and coordination of all phases of A-E work. Disciplines and capabilities may be represented within the same firm or with consultants that regularly work with the primary firm. The North American Industry Classification System Code is 541330. The selected firms will be required to participate in site visit meetings when requested, within 5 calendar days after receiving the request for proposal for a project. The minimum order amount of any individual task order is $5,000.00, under which a contractor is not obligated to accept. The maximum order amount of any individual task order is $450,000.000, above which a contractor is not obligated to accept. The maximum amount of all task orders under a single contract, including all option periods shall not exceed $2,000,000.00. Computer Aided Design and Drafting (CADD) capability and compatibility with most current version of Auto CADD; and capability to digitize existing drawings for CADD use are required. CADD drawings shall be submitted in accordance with AEC Standards. Contractors must register in the Central Contractor Registration (CCR) database to be eligible for award. Access CCR at http://www.ccr.gov or 1-888-227-2423. Architect-Engineering firms who wish to be considered for award of an IDIQ contract shall submit appropriate data described in the Standard Form 330, Architect-Engineer Qualifications, to be received by the issuing office not then 3:00 p.m. (c.s.t.), May 2, 2008. Electronic (e-mail) submissions may be made to john.joaquin@va.gov. Facsimile (FAX) submissions are NOT accepted. Prepare and deliver/mail to the issuing office, one (1) original and four (4) copies of the completed SF 330 package in accordance with the following: Introduction to resumes: Not to exceed 2 full pages. Key personnel: Minimum of three (3) individuals, and no more than nine (9). Personnel Resumes: Not to exceed one (1) full page per individual. Sample projects: Minimum of five (5) projects completed within the past 3years. Additional information: Not to exceed six (6) full pages. EVALUATION PROCEDURES: SF330s received, in response to this notice and prepared in accordance with its instructions, from responsible firms will be evaluated by an evaluation board convened in accordance with the Brooks Act and Federal Acquisition Regulation (FAR) Part 36. The Evaluation Criteria and Rating Consideration paragraphs below shall determine the most highly qualified firms. Evaluation of past performance and experience may include information provided by the firm, customer inquiries, Government databases, and publicly available sources. Failure to provide all the requested data, accessible points of contact, or valid phone numbers could result in lower evaluation scores. Oral presentations may be required of the three (3) highest ranked firms. EVALUATION CRITERIA: The criteria for evaluation, in descending order of importance, are as follows: (1) Professional Qualifications, including specialized experience; (2) Past Performance; (3) Capacity; (4) Specialized Experience and Technical Competence; and (5) Location (Within the State of Texas). In addition to the evaluation criteria set forth in the Federal Acquisition Regulation (FAR) Subpart 36.602-1, the evaluation board must consider the following factors: (1) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. (2) Record of significant claims against the firm because of improper or incomplete architectural and engineering services. (3) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. RATING CONSIDERATIONS: Initially, up to three of the highest ranked offerors will be sent a request for proposal. If fair and reasonable pricing arrangements cannot be negotiated with the three (3) highest evaluated firms, the Government may request proposals from the next highest ranked offerors, in descending order, in an attempt to award at least three contracts from this solicitation.
