- Description
- The US Department of Veterans Affairs Office of Medical-Legal Affairs (OMLA), located in Buffalo, NY, is seeking sources for a peer review contract. OMLA reviews approximately 350 paid VA medical malpractice claims annually. For the majority of these reviews, OMLA employs fee-basis reviewers. Reviewers requested and assigned through the contracted peer review organization will be used to supplement OMLA's fee-basis reviewers. These reviews are part of the Department of Veterans Administration's (VA) participation in the National Practitioner Data Bank (NPDB) medical malpractice payment reporting process. These reviews are conducted on paid VA medical malpractice claims nationwide. These reviews are limited to the care associated with the paid VA medical malpractice claim allegation. The contractor would be tasked with maintaining a pool of qualified, board-certified physicians who have three continuous years of active practice in the same specialty as the physician reviewed by OMLA. Reviewers would be drawn from this pool as-needed to supplement reviews in the OMLA office. The contractor would disseminate information as needed to these candidates, and serve as a central point of contact and intermediary between OMLA and the individual reviewers. Potential offerors should have knowledge of and experience with medical malpractice claims and reviews, so as to be conversant in the terminology and description of the requirement. The Government is considering the use of an IDIQ contract to allow task orders placed that may include the following services to be performed by reviewers: 1. Provide a written summary of the provided case as well as an opinion with justification concerning the standard of care rendered and if that care met the standard in effect at the time of the incident 2. Participate, via phone, in a panel discussion of the reviewed claims 3. Re-review a previously submitted claim In the event that multiple disciplines are involved in the claim, multiple physicians will be selected from the provided candidate pool by OMLA. Additionally, OMLA will either provide the peer review organization with the medical records appropriately organized and limited to the care associated with the claim, or the contractor may be required to prepare the records prior to submission to the assigned reviewer. This preparation may be performed by the physician who will be performing the review, but may be performed by any contractor staff that has completed a Government-initiated background investigation and completed all necessary training as described in the RFP. Various disciplines, across numerous different fields of healthcare, are reviewed by OMLA and therefore would have to be represented by the contractor's pool of candidates. At this time, the purpose of this notice is to identify potential candidates for competition of this requirement.
