- Description
- This is a pre-solicitation notice for pilot qualification and maintenance training in Cessna 172, Cessna 208 Grand Caravan and Hawker Beechcraft King Air 350 aircraft in support of the Air Advisor Training Program. Required training is commercial since flying schools provide pilot and maintenance training to the general public in the same aircraft. The contractor shall provide all services necessary to: (1) qualify USAF instructor pilots to perform Pilot in Command (PIC) duties in the Cessna 172/208 and King Air 350 aircraft. The contractor shall develop the training syllabuses (Cessna 172, Cessna 208 and the King Air 350 Pilot - Special Preparation Courses). The contractor shall provide all services necessary to prepare USAF maintenance personnel for field maintenance, launch, and recovery duties on the Cessna 172, Cessna 208 and the King Air 350. The contractor shall provide instruction, equipment and classroom materials necessary to train deploying Cessna 172, Cessna 208 and the King Air 350 pilot and maintenance personnel. The contractor shall be responsible for providing the student electronic copies of course training materials, including flight and maintenance manuals, flight and maintenance checklists, technical manuals, training aids, work cards, and examinations. Additionally, the contractor shall provide the students printed copies of required manuals, checklists and courseware, which shall be retained by the student upon the completion of training. This acquisition will be solicited as a Request For Proposal, source selection to be conducted in accordance with FAR Part 15. A firm-fixed price type contract will result from this solicitation. Estimated Request for Proposal Issue Date: 4 April 2008. Estimated Proposal Closing Date: 5 May 2008. This will be an electronic solicitation release. No hard copies will be mailed. Solicitation, amendments and other miscellaneous documents will be posted to FedBizOpps (http://www.eps.gov). It is the responsibility of each offeror to review the web page for notice of amendments, updates or changes to current information. Period of Performance: The mobilization period is anticipated to begin on or about 1 June 08. The anticipated performance period will begin on or about 1 July 2008. The anticipated performance contract period for all services shall consist of a twelve (12) month base year with four (4) twelve (12) month option periods. A firm fixed price, requirements contract will result from the solicitation. This acquisition will be conducted using Full and Open competition procedures. The government anticipates significant subcontracting activity under this contract. In order to be eligible for award, registration in the Central Contractor Registration database is required.
