Description
Indefinite-Delivery Indefinite-Quantity (IDIQ) Architect-Engineer (A&E) Services at McConnell AFB, KS. I. INTRODUCTION AND OVERVIEW OF REQUIREMENT. McConnell AFB is seeking one or more qualified firms to provide professional services of an architectural and engineering nature associated with design and construction of real property. A-E services for architectural, civil, structural, interiors, landscaping, electrical, mechanical, environmental, communications and fire protection may be required. Other professional services for comprehensive planning, programming, studies, surveying, testing, mapping reproduction, electronic document posting, geo-technical, investigations and construction management/administration may be required. The A-E will be required to prepare studies, plans, conceptual designs, drawings, specifications, cost of maintenance, repair, alteration, renovation, upgrade and construction projects. Projects may range from housing, facilities, infrastructures, airfields, utility systems and area development. Type of construction delivery strategy will be design-bid-build. The contractor may be called upon to provide services requiring the use of other disciplines on an as-needed basis. The contract will provide a twelve-month base period of performance, 01 Dec 08 ? 30 Nov 09, with an option for four additional twelve-month periods. Construction cost limitation will be specified in each delivery order scope of work. The maximum fee for any Delivery Order shall not exceed $900,000.00 with a cumulative amount for all Delivery Orders in any one-year period not to exceed $900,000.00. A minimum of $2,500.00 in fees paid is guaranteed for the base period of performance. No specific minimum amount is guaranteed in any of the option years. Delivery orders issued against the IDIQ will be firm fixed-price. II. EVALUATION CRITERIA. Firms will be evaluated using the following eight criteria: CRITERION 1, PROFESSIONAL QUALIFICATION of those providing services. Evaluation will consider the firm?s employment of a complete in-house staff offering basic professional disciplines of architect, civil, structural, mechanical, electrical, environmental, chemical, fire protection engineers, etc. In addition, the type and quality of projects key personnel have been involved with, their education, training, registrations/certifications and longevity.; CRITERION 2, SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE in the type of work and services required including experience in energy conservation, pollution prevention, waste reduction and use of recovered materials to include experience with both national and local-area regulations and building codes relating to the required work and services is desired. Design experience on Air Force, DoD, and non-DoD projects will be evaluated.; CRITERION 3, GEOGRAPHIC PROXIMITY to McConnell AFB and design experience with McConnell AFB and local design requirements. Key elements are Firms? proximity to McConnell AFB (within approx. 500 miles) with design experience in the local area.; CRITERION 4, CAPACITY TO ACCOMPLISH THE WORK for timely accomplishment of simultaneous multiple projects for design services within the last three years. Assume that the simultaneous project will each require architectural, civil, electrical and mechanical professionals. Also includes completed and current projects and Design Quality Control Plan.; CRITERION 5, PAST PERFORMANCE on DOD and non-DoD contracts within the past three years..; CRITERION 6, ELECTRONIC FORMAT CAPABILITY. This involves the ability to provide drawings, specifications, reports, design analysis and electronic documents suitable for bidding. Use of AUTOCAD, MaxView, ARCGIS, Adobe Acrobat and Microsoft Office will be required.; CRITERION 7, EQUITABLE DISTRIBUTION OF WORK. This involves the volume of DoD and other federal government agency contract awards in the last 12 months.; CRITERION 8, SMALL BUSINESS PARTICIPATION. Extent of participation of small businesses, small disadvantaged business and historically black college or universities and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. RELATIVE WEIGHTING OF EVLUATION CRITERIA: The evaluation criteria are listed in descending order of importance. III. RESPONSE PROCEDURES: A-E firms that meet the requirements described in this synopsis are invited to respond to this announcement. Each A-E?s response must include: Two (2) copies of SF 330, Architect-Engineer Qualifications, with a cover letter, not to exceed three (3) pages in length, summarizing their qualifications, experience and capabilities. Forms are available at www.gsa.gov (GSA Forms Library). The cover letter should also provide the name of a point of contact that can respond to questions about the response. Include a phone number, fax number and email address for the point of contact. Be sure to include information on awards and other recognition for designs or other work relevant to the requirements set out in this synopsis. Interested firms should provide the requested information on time to be received at the following address by 3:00 PM Central Time on 28 April 2008: 22 CONS/LGCA, 53147 Kansas Street, Ste 102, McConnell AFB, KS 67221-3606. IV. OTHER INSTRUCTIONS AND INFORMATION: The Government intends on evaluating firms who respond to this notice using the procedures set out in FAR 36.6, DFARS 236.6 and AFI 32-1023. These procedures include an initial evaluation board to identify firms that have a reasonable chance of being considered as most qualified followed by a second evaluation board to identify the top three rated firms. A request for proposal leading to a contract will be issued to and negotiated with one or more of the most qualified firms. As noted above, the Government reserves the right to award more than one contract for A-E services to those who respond to this notice. The Air Force currently has no IDIQ contracts for A-E services in place at McConnell AFB. At this point, it is anticipated that one or more contracts will be awarded from the responses received from this notice. Contractors that have held pre-existing A-E contracts with McConnell AFB are eligible to submit a response to this notice. This is not a request for proposal (RFP). All contractors MUST be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor registration (CCR) and ORCA registration at web site http://www.ccr.gov/ and http://orca.bpn.gov/. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R. The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
