- Purpose: To promote increased awareness and behavioral change in peaceful conflict resolution, religious tolerance and to address health and education issues throughout Mali through radio serial drama. KEY POINTS TO BE COMMUNICATED: a. Pe aceful conflict resolution techniques (25% of programming) b. Religious tolerance (25% of programming) c. General Health (5% of programming) d. General Education (5% of programming) e. Plot development (40% of programming) 1.2.5. ESTIMA TED LENGTH: 270 one hour programs. Each program will be divided into four 15 minute segments. The four segments will correspond to a unique serial drama in one of four local languages. The local languages will be Bambara, Tamasheq, Pulaar, and Songhay. <B R> 1.2.6. INTENDED FOR PUBLIC RELEASE: Yes 1.2.7. DISTRIBUTION MEDIUM: Radio 2. PRODUCTION REQUIREMENTS 2.1. The contractor shall maintain an office in Bamako, Mali to coordinate with the Project Officer oversight of the projec t and manage production. The Project Officer will work closely with the contractors office manager to ensure work is on schedule and meets the intent of the project. 2.2. STANDARDS FOR PRODUCTION. Program production shall utilize the Sabido methodo logy for behavior change communications. 2.3. The contractor shall develop a ten second program identifying jingle that will be run for the first ten seconds of the programming and the final ten seconds of the programming. This will leave 14 minut es 40 seconds of time for the serial drama programming. The Project Officer will have final approval for the jingle. 2.4. The contractor shall also develop a graphical identifying logo for the program. The general guidelines for the logo will be p rovided by the Project Officer. The Project Officer will have final approval for the logo. 3. CONTRACTOR PRODUCTION STAFF. The contractor shall provide professional personnel to perform the required work. The contractor shall identify by name and qualification those individuals chosen to perform various scripting and production functions. Substitutions shall be submitted in writing and shall be subject to approval of the Project Officer. Substitutes will have at least the same qualifications as t he person being replaced. 4. PROFESSIONAL TALENT/NARRATOR. The term professional talent is defined as an individual whose income, in whole or in part, is derived by appearing in entertainment and/or industrial productions produced by a profi t making company; and who has been in similar roles as the one being cast in a professionally produced radio production. 4.1. The Project Officer reserves the right to disapprove the selection of talent. 5. RESEARCH PROCESS. 5.1 The contractor prior to production shall conduct formative research to assist in the formation of the programming content and cultural emphasis needed to affect behavior change from the programming. The research will include literature review of the issues be ing addressed and qualitative research of potential audience members. This research will also operate as a baseline study showing the familiarity, perceptions, and behavior patters relating to the subject by the audience. The research findings will be sub mitted to the production team, as well as the Project Officer, in MS Word 2000 compatible format as an electronic mail attachment. 5.2 During the broadcast of the serial drama, the contractor shall take samplings of the community radio stations to c onduct qualitative research to ensure that the audience is receiving the programming and understanding the message. The contractor will submit findings monthly to the production team, as well as the Project Officer, in MS Word 2000 compatible format as an electronic mail attachment. 6. TRAINING 6.1 Prior to production, the contractor will conduct a training workshop in Bamako, Mali with the product ion team. The training will be used to train the producers and writers of the serial drama in the methodology for creating the program. The findings from the formative research will be used to guide the production of the program with the pre-approved messa ges provided by the Project Officer. 6.2 During the training, the production team will produce 4 pilot programs, consisting of the first four programming episodes, to be field tested by a focus group. Before being sent to a focus group the contract or will submit the script to the Project Officer for approval. The Project Officer will direct the contractor of changes required. The contractor shall take the findings from the focus group and guide revisions to be made. 7. SCRIPTING AND APPROVAL . 7.1. Scripting is required; contractor shall provide all materials, labor, and travel expenses necessary for the development of the final script. All scripts are dependent on approval by the Project Officer, prior to production. A complete script will consist of a complete days programming (all four 15 minute segments). All script items shall be initially written in French. The contractor shall provide a translated copy of the script in English, to the Project Officer, MS Word 2000 compatible form at as an electronic mail attachment. The scripts will be submitted to the Project Officer in groups of thirty programs (approximately one month of programming), no later than 90 days prior to scheduled broadcast. The Project Officer will notify the contra ctor of any content changes that are required. The contractor will have the production team revise the scripts and resubmit the changes to the Project Officer. The Project Officer will again review the scripts for approval. Once the scripts are approved th e Project Officer will give their approval for the contractor to translate the scripts into the appropriate local language and use the approved scripts to begin recording of the programming. The contractor shall have the production team finalize and approv ed script no later than 75 days prior to the scheduled broadcast. 7.2. Minor changes in dialog and in effects often occur during production to enhance the production value. Upon completion of the production, the contractor shall provide a report t hat reflects all changes made during the production. See paragraph 10.1. 7.3. The contractor shall submit to the Project Officer, all three versions of the scripts used in production (French, English, and Local Language) when submitting the complete d program. 7.4. The contractor shall understand that a percentage of submitted scripts will be randomly selected to be translated by a third party for quality assurance. CONTRACTOR NOTE: Contractor shall not proceed to Production until appr oval of final script and authorization by Project Officer. 8. PREPRODUCTION 8.1. Prior to production the contractor shall coordinate with the community radio stations in Mali the start of new programming. The contractor shall work with the community radio stations to promote the new program prior to its initial broadcast. 8.2. The contractor shall confirm that the community radio stations have an operational WorldSpace Radio receiver and are aware of the broadcast times of the progr amming on WorldSpace Radio. 9. PRODUCTION 9.1. Contractor shall provide the weekly recording schedule to the Project Officer by electronic mail attachment. The weekly schedule will be submitted to the Project Officer no later than the Frid ay of the previous week of recording. 9.2. The contractor shall produce the programming from the approved scripts. The contractor shall submit to the Project Officer a copy of the produced programming no later than 60 days prior to the scheduled br oadcast of the program. 10. POST PRODUCTION. 10.1. Upon production of the programming, the contractor shall submit to the Project Officer an ite mized list of changes to the approved script that went into production. 10.2. The contractor shall not release any programming without the written consent of the Project Officer. 10.3. The contractor shall with the approval of the Project O fficer submit the programming to the WorldSpace Radio system for broadcast. The contractor will submit confirmation that the programming was successfully received by WorldSpace Radio to the Project Officer via electronic mail. 11. PROJECT COMPLETI ON SEQUENCE. Upon completion the contractor will conduct a quantitative study to measure the change in attitudes and behavior since the broadcast of the programming. The study will be compared with the baseline research that was conducted prior to product ion. The contractor will submit the final report to the Project Officer in MS Word 2000 compatible format as an electronic mail attachment, no later than 90 days after the final program broadcast. 12. CONTROL OF CREATED MATERIALS. All materials cre ated and produced for this project, to include but not limited to scripts, jingles, logos, and ready for broadcast programming, will be the property of the United States Embassy. 13. IN-PROCESS REVIEW AND APPROVAL. The items checked below are mat erials to be approved and/or delivered to the Project Officer within the time limits specified. The contractor will be notified of approval, conditional approval or disapproval on each item within the number of days stipulated for review. All approvals s hall be in writing and forwarded to the Project Officer. Verbal approvals shall be followed up in writing within 5-10 days after verbally stated.
