- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. STATEMENT OF WORK Flame Resistant (FR) Marine Corps Combat Ensemble Burn Testing 24 Feb 08 1. Objective The overall objective of this effort is to determine the variou s materials resistance to a four and six second simulated flash fire exposure. The test results will be used to measure the relative FR protection of numerous FR combat ensembles and fabric configurations. In addition testing of the current Marine Corps (MC) Flame Resistant Organizational Clothing (FROG) will also be conducted. 2. Background FR items were identified as a requirement through a Universal Need Statement (UNS) and an Urgent Statement of Need (USON) for future MC procurements. These items provide incremental FR protection for Marines in theater. FROG items include the FR combat ensemble (shirt & trousers), long sleeve t-shirts, balaclavas, and gloves. The FR combat ensemble will provide an increased degree of protection most needed for our Marines and Sailors against a broad spectrum of environmental, occupational, and battlefield hazards, while offering them added protection against heat exhaustion with moisture wicking and quick drying capabilities. The combat ensemble will also provide the necessary protection, safety, and comfort features required by the Marine Corps. As a continuous effort to improve the FR combat ensemble performance, prototype garments will be tested and evaluated as they become available. 3. Task Description 3.1 Fabrics The fabrics that could potentially be evaluated may include modacrylic, rayon, wool, cotton, Nomex, PBI. It is expected that fabric construction will be similar to those used in the current FR combat ensem ble. These fabrics will self-extinguish and will not melt or drip. We do not know the exact fabric details at this time. 3.2 Uniforms Candidate fabrics will be constructed into the FR combat ensemble design for flash fire testing. 3. 3 Flash Fire Testing A four second and six second simulated flash fire exposure using procedures in ASTM F 1930 Standard Test Method for Evaluation of Flame Resistant Clothing for Protection Against Flash Fire Simulations Using an Instrumented Manik in will be used to determine the various materials resistance. Testing will be conducted both initially and after 25 launderings. All garments to be tested will be size medium regular. All garments will be provided to the contractor in an unwashed cond ition. The contractor will be responsible for accomplishing the 25 launderings required as a condition to flash fire testing. 4. Program Management The contractor shall designate a single individual to serve as the primary point of contact f or the government. This individual shall be responsible for the coordination of all communication, have the authority to commit the contractor, and accept direction from the contracting officer. This individual shall be responsible for bringing to the co ntracting officers attention any problems that could impact performance cost or schedule in a timely manner. A Post Award Conference may be held within 30 days of contract award if deemed necessary by the government. In Process Reviews shall also be held at the testing facility if deemed necessary by the Government. The contractor shall support teleconferences with the Government to coordinate progress and resolve program issues. The contractor shall support the Government visiting the test ing facilities at the start of, during, and at the conclusion of all testing. 5. Deliverables A final test report to include a report, pictures, a nd video shall be submitted NLT 10 days after conclusion of a test event. 6. Government Furnished Equipment (GFE) The Government will provide all FR combat ensembles for flash fire simulation testing.
