Description

Solicitation Number W912HZ-08-T-0030 is being issued as a request for quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisiti on Circular 2005-24. This procurement is a 100% set-aside for small business concerns under NAICS Code 532490 (SIC 7359) with a size standard of $6,500,000.00. A team from ERDC Vicksburg, MS will be conducting flight testing with the C-17 aircraft at Edwa rds Air Force Base, California in support of the C-17 Semi-Prepared Runway Operations II (SPRO II) Program. A critical component of this testing is to evaluate the ability of the aircraft to stop on wet surfaces. In order to complete this testing, the eq uipment listed below is required to be delivered to the test site on Edwards Air Force Base (AFB) and picked up from the test site upon completion. The tests will be conducted 26 May through 27 June 2008. All equipment should be in good working order. T he vendor will be responsible for equipment rental costs for the down time for equipment that is not operational in excess of 2 days from the time of the maintenance call to the vendor. All equipment should be delivered on RGB trailers as the site is in a remote location with no loading docks. Detailed Specifications will be provided in the RFQ. FAR Provision 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Evaluation factors are technical, price, and availability and wi ll be evaluated in accordance with Clause 52.212-2 Evaluation -Commercial Items. Award will be made on the basis of the lowest evaluated price meeting or exceeding the acceptability standards for non-cost factors. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer. The Clause 52.212-4, Contract Terms and Conditions, applies to this acquisition. The Clause at 52.212-5, Contract Terms and Conditions Required to I mplement Statutes or Executive Orders - Commercial Items, applies to this acquisition.
