Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals to include technical are being requested and a written solicitation will not be issued. The solicitation number is W912HQ-08-T-0008. The award is 100% Set-Aside for Small Business. The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-24. Additional FAR and DFAR clauses are applicable: The following FAR provisions apply FAR 42.212-1, 52.212-4, 52.212-5, 52.222-26, 52.232-33 and 252.225-7001. STATEMENT OF WORK FORDevelopment of Web-based Training Mo dule is as follows: I. Statement of Work The objective of this SOW is to develop a web-based training module on Overview of Risk Analysis. The training will be targeted at the USACE Planning Community of Practice, but will be also relevant to other com munities of practice within the Corps of Engineers. The focus of this work will be to create a training module that provides an overview of risk analysis including an introduction to risk assessment, risk management and risk communication. The primary out puts of this delivery order will be a web-based training module, implementation of the training as a test case on 25 students and an After Action Review (AAR) providing feedback on how future web-based training modules should be developed. TASK 1: INITIA L SCOPING MEETING WITH IWR The contractor will attend a meeting with IWR to discuss the scope and products of this effort. The Contractor will provide an outline of the proposed content for the training module and their strategy for proceeding with the w ork. IWR will provide feedback and more detailed guidance on the material that should be targeted in the training module. IWR and contractor will discuss the format and final use of the Risk Analysis training module. Travel: N/A Deliverables: Outlin e of Web-based Training Module. TASK 2: WRITE DRAFT CONTENT FOR WEB-BASED TRAINING MODULE Once the outline has been approved (Task 1), the Contractor will develop the draft content for the web-based training module. Travel: N/A Deliverables: Draft Content for Web-based Training Module. TASK 3: REVIEW DRAFT CONTENT IWR will review the materials submitted by the Contractor and provide comments. A meeting with IWR staff to discuss the comments and needed revisions will be held, if needed. Travel: 2 Days Deliverables: N/A. TASK 4: REVISE DRAFT AND SUBMIT FINAL WEB-BASED TRAINING MODULE Based on feedback from IWR, the contractor will revise the training module and prepare the final web-based version for implementation and testing. The contra ctor will obtain and set-up the module in a server acceptable to both the Contractor and IWR. Travel: N/A Deliverables: Final Web-based Training Module. TASK 5: CONDUCT TEST OF WEB-BASED MODULE AND PREPARE AAR. The contractor will have 25 participa nts, preferably Corps planners, conduct a test of the web-based training module. Once the module has been implemented and tested, the contractor will prepare an AAR identifying key features and improvements for future modules. Travel: N/A Deliverables: AAR. II. Schedule. TASK 1: WITHIN 2 WEEKS OF NOTICE TO PROCEED. TASK 2: WITHIN 4 WEEKS OF NOTICE TO PROCEED. TASK 3: WITHIN 6 WEEKS OF NOTICE TO PROCEED. TASK 4: WITHIN 10 WEEKS OF NOTICE TO PROCEED. TASK 5: WITHIN 14 WEEKS OF NOTICE TO PROCEED. Includes CLINs 0001 - Labor Cost, Development Of Web-Based Training Module; 1 Lump Sum @ $ for a total of $ ; CLIN 0002 Materials, Development of Web-Based Training Module; 1 Lump Sum @ $ for a total of $ ; CLIN 0003; Trave l Costs, Development of Web-Based Training Module; 1 Lump Sum @ $ for a total of $ ; her communities of practice within the Corps of Engineers. The focus of this work will be to create a training. Evaluation Factors. Award will be made on the basis of the best value to the Government. Offerors are urged to ensure that their proposals are submitted on the most favorable terms in order to reflect their best possible potential. The Government intends to make an award without discussions based upon initial proposals received but reserves the right to conduct discussions if determined to be necessary. Award of this contract will go to the offeror wh o offers the best overall value to the Government. Offerors could, for example, be awarded the contract without receiving the highest technical rating. Offerors will be evaluated on their technical approach (Factor One), their management capability (Fact or Two), the companys past performance (Factor Three) and the price for implementation (Factor Four). Evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Factors 1 and 2 are of equal importance and each of these factors is significantly more important than the past performance factor. All sub-factors are of equal importance. The Government will evaluate offerors proposals using adjectival ratings. FACTOR 1 - TECHNICAL APPROACH FACTOR a. O fferors shall submit written data to support their understanding of the requirement and the proposed means of fulfilling the requirement. Offerors should provide a complete narrative for each element listed under the Technical Approach Sub factors as stat ed below. NOTE: Statements that the Offeror understands, can or will comply with all specifications, statements paraphrasing the specifications or parts thereof, or phrases such as standard procedures will be used or well known techniques will be used will be considered insufficient and could render the proposal as unacceptable. Subfactor 1: Experience of Personnel: (1) Demonstrate expertise and experience of personnel proposed to perform the services. Offerors will only submit one resume pe r proposed position. Subfactor 2 Knowledge of Services: (1) Describe contracts or experience with other organizations that reflect your ability to provide the tasks and services identified in the contract Performance Work Statement. FACTOR 2 - MANA GEMENT CAPABILITY FACTOR a. Offerors will demonstrate their ability to provide a reasonable number of personnel, with sufficient training, to provide all the tasks and services identified in the overall Performance Work Statement. FACTOR 3 - PAST PERFOR MANCE FACTOR a. Offerors should be able to show how they have successfully executed similar work. Contractor should be able to show what separates their company from potential competitors. Lack of past performance will receive a rating as neutral, havin g no favorable or unfavorable impact on the evaluation. All pertinent past performance should be included. However, as a minimum, list relevant projects, current or completed within the past five years that best demonstrate your relevant past performance w ith this type of work. Include dates, location, types of contract, dollar values, description of the work, and references. Reference Information should include the name, address, fax number and telephone number of the Contracting Officer or other contrac t administrator. References should also be provided for any anticipated subcontractors to be used. Attached is a Past Performance Questionnaire. This questionnaire is to be filled out by a minimum of three (3) different references for the potential offer ors past performance and provided back to the government with their proposal. Past performance shall be provided for companies with similar size and similar scope. FACTOR 4  PRICE FACTOR a. This factor will be evaluated on the degree to which the prop osed cost/price elements are consistent with the work to be performed. Significantly unbalanced cost/price may be deemed to indicate a lack of understanding of the scope of work or level of technical expertise required. Prices will be evaluated for the full term of the contract.
