Description
The National Park Service (NPS), Alaska Regional Office is submitting a notice of intent to award a sole source contract to a Service Disabled Veteran Owned Small Business (SDVOSB) firm, Mak3 Construction, LLC, P.O. Box 873874, Wasilla, AK 99687-3874. The Mine Reclamation project is located at the Denali National Park & Preserve, Alaska. The NAICS Code is 562910 Remediation Services and size standard is $13M. The estimated range of this project is $100,000 - $500,000. GENERAL DESCRIPTION OF WORK: The NPS is undertaking an effort to clean-up and restore portions of a few former placer mining claims on Glen Creek, and one on Moose Creek, in the Kantishna Hills of Denali National Park and Preserve. Abandoned Equipment & Debris Removal, Floodplain Reconstruction And Excavation, Treatment of Contaminated Soils and Revegetation on Moose and Glen Creeks, Kantishna Hills, Denali Park and Preserve, Alaska. The project involves four phases of action which include; 1) Equipment, structure and debris removal/disposal, 2) removal of incidental contaminated (hydrocarbons) soils from the site, 3) Floodplain reconstruction to include stream channel relocation tailings pile reduction, valley contouring, and road-site scarification, and 4) Revegetation. The hazardous material portion of the contract (phase 2) will require the preparation of appropriate plans and documents and obtainment of the associate permits as required by the Alaska Department of Environmental Conservation (ADEC), and the Environmental Protection Agency (EPA). The work is anticipated to start in the summer 2008. PLACE OF PERFORMANCE: The site location is the Denali National Park & Preserve, Alaska. The Kantishna Hills Mining District can be reached by driving to Denali National Park on highway 3, (250 miles north of Anchorage, or 120 miles south of Fairbanks) then traveling 92 miles to near the end of the Denali Park road. Glen Creek is then reached by turning east on Moose Creek road (starts at the North Face Lodge parking area) traveling 6.7 miles up Moose Creek on a very rugged 4wd mining trail. This trail makes 13 crossings or fords, of Moose Creek, some of which traverse directly up the rocky streambed. POSTAL CODE: 99755; COUNTRY: United States of America. This Notice of Intent is not a request for proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. This project will be procured under Firm Fixed Price Service in accordance with FAR 37.3 procedures and Other Than Full and Open Competition as authorized under FAR 6.302-5. The anticipated award date is May 30, 2008. Interested SDVOSB firms may submit their Expressions of Interest (EOIs) and capability statement/data in response to this requirement, and should furnish detailed data (10 pages or less) concerning their capabilities to provide the services sought including a letter from a surety company stating the firm's bonding capacity up to $500,000. The firm's capability statement/data should be sufficient enough to determine that a comparable source to the government is available. The Government will be the sole determiner regarding a firm's ability to meet all requirements. Interested SDVOSB firms must submit the required documents to the NPS Alaska Regional Office no later than 2:00 pm (Alaska Time) on April 14, 2008. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement under the SDVOSB program. Interested firms bear the burden of ensuring that the EOI reaches the designated contracting officer on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received.
