- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M67001-08-Q-0067 is a request for quotation (RFQ) and this procurement will be conducted in accordance with FAR Subpart 13.5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24 and DFARS Change Notice DCN 20080303. This is an unrestricted procurement and the associated NAICS code is 811420. The Government requires the following supplies/services: CLIN 0001: This requirement is for nonpersonal services to manufacture and install interior soundproofing for seven (7) helicopters of a CH-46E helicopter fleet. The interior soundproofing shall be customized f or each helicopter. Please see Attachment 1 for specific requirements. The date of delivery shall be no longer than 14 calendar days after the successful awardee has received the aircraft. A minimum of one (1) aircraft shall be done each fiscal quarter. The place of performance shall be the Contractor?s facility. These facilities shall be no more than 300 miles (one-way) from the MCAF Quantico, VA area. The Government will deliver and pickup the aircraft. It is the intent of the Government to award a requirements contract pursuant to FAR 16.503. FAR Clauses 52.216-21, ?Requirements? and 52.216-18, ?Ordering? both apply to this requirements contract. The period of performance shall be for a base period of twelve months plus one (1) one-year option period. FAR Clauses 52.217-5, ?Evaluation of Options? and 52.217-9, ?Option to Extend the Term of the Contract? are applicable. The following clauses and provisions are applicable to the requirement:FAR 52.201-1, Definitions (Jul 2004); FAR 52.212-1, Instructions to Offers - Commercial Items (Nov 2007); FAR 52.212-2, Evaluation ? Commercial Items (Jan 1999). It is the Government?s intent to award a contract resulting from this solicitation to the responsible quoter whose offer is the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical acceptability of composite, pursuant of NAVAIR Pub A1-H46AE-400-000; amount of production and installation time required per aircraft; Contractor facility location; Contractor facility security measures and procedures; warranty; and, price. Additionally, the Contractor shall have a satisfactory and relevant performance history, going back no further than three (3) years. Included in the Contractor?s submission shall be past performance information, as requested in Attachment 2.
