Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC) located at MacDill AFB, Florida intends to procure Initial and Recurrent Pilot Training to include Ground School and Flight Simulator Training for the following aircraft: Hawker Beechcraft King Air 350. The contractor must be a certified Federal Aviation Administration (FAA) Federal Aviation Regulation (FAR) Part 61, 91 or 141 Flight school or agency. Evidence of Certification must be submitted at the time the offer is submitted. Training shall be conducted at the contractor's facility. The Government intends to award one multi-year contract under FAR Part 12 (Acquisition of Commercial Items) and FAR 15 (Contracting by Negotiation) with the contract having a performance period of three years and ten months. It is intended that a full and open unrestricted solicitation will be issued. All contractors doing business with the Government are required to be registered with the Central Contractor Registry (CCR) and the On-line Representations and Certifications Application (ORCA). For instructions on how to register in CCR and ORCA please access the following web site: http://www.bpn.gov. In order to register with the CCR and ORCA and become eligible to receive an award, all offerors must have a Dunn & Bradstreet (D&B) Number. A D&B number may be acquired free of charge by contacting D&B at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at 1-800-333-0505. Firms interested in receiving notification when the Request for Proposal (RFP) is available must submit a request in writing to the attention of Ron Anielak via e-mail at ronald.f.anielak@noaa.gov or fax at 816-274-6951. Reference must be made to the RFP number WC133M-08-RP-0064. Requests must include company name; address; D&B number, phone number; fax number, and e-mail address. NO PHONE REQUESTS WILL BE ACCEPTED. All sources submitting a written request for the solicitation will be notified via e-mail when the solicitation documents are available along with instructions on how to obtain them. Hard copies of the solicitation will not be available. All responsible sources may submit an offer that will be considered by the agency. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (12-FEB-2008).
