- THIS AMENDMENT PROVIDES ADDITIONAL REQUIREMENTS (#26 TO #38)AS SHOWN. COMBINED SYNOPSIS/SOLICITATION Pulsed power amplifier (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NRMJ20834606KAR. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. (IV) This procurement is unrestricted and open to all sources. The associated NAICS code is 335999. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item: LIN0001: PULSED POWER AMLIFIER (VI) Description of requirements is as follows: The amplifier must meet the following specifications for consideration: 1. Operate at a center frequency of 449 MHz with a -1 dB bandwidth of 10 MHz. 2. Produce 2 KW peak power at its output port. 3. Operate at a duty cycle of up to 20%. 4. Operate with a pulse length of 0.4 to 30.o microseconds. 5. Utilize RF input pulse rise/fall times of 1.0 to 100.0 nanoseconds. 6. Produce output pulse rise/fall times no greater than 100 nanoseconds. 7. Utilize input RF power of +0.0 to +30.0 dBm. 8. Operate into any load impedance at any phase (to infinite VSWR) with automatic recovery. 9. Have a nominal input/output impedance of 50 ohms. 10. Produce no more than -60 dBc spurious content. 11. Produce no more than -50 dBc harmonic content. 12. Produce no more than -110 dBm per MHz interpulse spectral density. 13. Have no more than 10 degrees interpulse phase error. 14. Have less than 0.5 dB pulse (chip) amplitude stability. 15. Have no more than 0.2 dB pulse-to-pulse stability. 16. Have over-temp protection, indication, and automatic recovery. 17. Have over-drive protection, indication, and recovery. 18. Have TTL RF disable control circuitry and indication. 19. Operate indoors in a standard 19 inch electronics rack. 20. Operate at temperatures of +10 to +35 degrees Celsius. 21. Operate at humidity levels of 0 to 95% (non-condensating). 22. Have simplified maintenance/repair features. 23. Have a mean-time-between-failure of no less than +90,000 hours. 24. Utilize forced-air for cooling. 25. Utilize RF stray radiation prevention measures. Amendment 1 adds the following to the description of requirements: 26. Weight - Not to exceed 100 lbs. 27. Overall dimensions - Not to exceed 15 in height in a 19 inch rack mount or 25 inches deep. 28. Primary power - 120 Vac single phase 60 Hz. 29. Air cooled with self contained heat sink and fans. 30. Pulse droop not to exceed 0.5 dB from the beginning to end of the 30.0 micro sec pulse length. 31. Must have at least a 20% duty cycle. 32. Must be capable of 30.0 micro sec pulse length. 33. Pulse trigger and other trigger signals TTL logic levels. 34. Parallel TTL status port required. 35. Group delay must be non-dispersive. 36. Ripple can not exceed +/- 0.25 dB. 37. All test parameters are measured at room temperature, 20 deg. C. 38. Max harmonic content includes both odd and even harmonics. The harmonic content is an important specification. (VII) Place of delivery is 325 Broadway, Building 22, Boulder, CO 80305. Delivery shall be FOB Destination Boulder, CO. (VIII) Required delivery is 75 days ARO. Offerors shall state offered delivery. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Sep 2006), applies to this acquisition. In addition to written price quotes, offers are instructed to provide descriptive literature for evaluation of product. (X) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), Offers will be evaluated solely on price and the price-related factors referenced in this solicitation, if any. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Nov 2006), with its quote. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2007), applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jun 2007) applies to this acquisition. The following clauses under subparagraph (b) apply: 16, 17, 18, 19, 20, 21, 26, 34. (XIV) The Government intends to award a firm-fixed-price order resulting from this solicitation. (XV) Quotes are required to be received in the contracting office no later than 12:00 P.M. MST on April 17, 2008. All quotes must be faxed or emailed to the attention of Kelly Rima.
