Description
THIS PROJECT IS 100% SET-ASIDE FOR VETERAN-OWNED SMALL BUSINESS. Services of an Architectural or Engineering firm with specialized experience in design and construction of site access and utility repairs in a 24/7 healthcare and medical environment. Contractor to participate in site investigation, design, preparation of working drawings/construction documents, and construction period services for Project 596-08-112, RENOVATE 16-2 FOR PRIMARY CARE CLINICS, LD at VA Medical Center, Lexington, KY. Design disciplines anticipated include architectural, electrical, mechanical, fire protection. Experience required in a 24/7 healthcare environment. This project renovates Building 16, 2nd floor to convert use from a nursing home to a Primary Care (PC) clinic. The project will create clinic spaces comprised of exam rooms, provider support spaces, procedure rooms, patient waiting rooms, staff work rooms, etc. with consideration given towards PC provider panel size vs. estimated patient visits vs. available examination and support spaces. The majority of space renovations will be cosmetic division of existing rooms into appropriately sized primary care space with basic room set-up (walls, doors, support utilities). There are also some more intense renovations in areas that have had corridor walls removed, etc. due to past functional changes. Estimated construction cost range is between $100,000 and $500,000. Project will be accomplished in AutoCad .dwg format; specifications will be accomplished in Microsoft Word .doc format. Specifications shall be compiled from VA master specifications which are available on the internet. Special consideration in the evaluation and selection process will be given to Service-Disabled Veteran-Owned Small Businesses. Final ranking of interviewed firms will be based on the team proposed for this project, the proposed management plan, previous experience of the team with emphasis on inpatient psychiatric design, geographic location of the firm, proposed design approach, project control, creative and innovative designs, sustainable design, miscellaneous experience & capabilities, ability to mitigate project cost and project risk assessments. Area of consideration is restricted to firms located within a 150 miles radius of VAMC, Lexington, KY, and is open to both large and small business concerns, in accordance with the Small Business Competitiveness Demonstration Program. North American Industry Classification (NAICS) No. 541310, with a size standard of $4.5 million is applicable. Interested firms, with required specialization, must submit three (3) copies of Standard Form 330, Architect-Engineer qualifications, to the issuing office no later than 2:00 p.m. EST April 17, 2008. (Fed-ex or hand-carried submissions to be delivered to VA Medical Center, Attn: Angie Napier (90C), Bldg. 2, Rm. 206, 2250 Leestown Road, Lexington, KY 40511). Respondents will be reviewed on the basis of: professional qualifications; specialized experience and technical competence in projects of similar type, including experience in energy conservation, the use of recovered materials; capacity to accomplish the work in the required timeframe; past performance on contracts with Government agencies and private industry for projects of similar type; team proposed for this project; previous experience of proposed team; project control (design schedule control and quality assurance reviews of submission documents); and estimating effectiveness. This is NOT a Request for Proposals. No solicitation package will be issued.
