Description
The US Army Contracting Agency, Aberdeen Proving Ground, MD 21005-3013 is soliciting concepts for innovative research and developmental projects in the areas of Multi-Spectral (MS) and Hyperspectral (HS) Test and Evaluation (T&E), including Scene and Signature Composition, Scene and Signature Presentation, Multi-Spectral and Hyperspectral Test Tools and Support Technologies and Infra-Red Countermeasures (IRCM) and Missile Warning System (MWS) Test Technology. The US Army Contracting Agency is the proc uring office for this Broad Agency Announcement (BAA) for the U.S. Army Aberdeen Test Center (ATC) and the Test Resource Management Center (TRMC). The BAA package itself is available only from the following web site, https://acquisition.army.mil. T he BAA Process constitutes a solicitation of concepts from those offerors capable of satisfying the Governments needs. The Government encourages non-profit organizations, educational institutions, small businesses, small disadvantaged businesses, service disabled veteran owned small businesses, women owned small businesses, HUBZone small businesses, government laboratories, Historically Black Colleges and Universities as well as large businesses to submit research concepts for consideration. The BAA select ion process will be conducted in three phases. Each phase is fully described in the BAA package available from the Army Single Face to Industry web site. The BAA package describes the full process for the concept submission and evaluation as well as specif ic requirements for the mission areas listed above. The open period of this Broad Agency Announcement is from 14 March 2008 through 13 March 2010. All white papers are due by 4:00PM EST 01 May 2008 to be considered first for FY09 award. The earliest contra cts awarded off of this BAA are planned to occur in the first quarter of Fiscal Year (FY) 09. A total projected funding of approximately $2.2M is available for new starts under the Multi-Spectral Test Focus Area in FY09.
