- This is a SOURCES SOUGHT announcement only. There is no solicitation available at this time. The Northern Region Contracting Center (NRCC) is seeking additional sources with the interest and capability to provide satellite-transmitted delivery an d internet downloadable of foreign language programming/ international television programming. The work will be performed for the Defense Language Institute Foreign Language Center (DLIFLC). The contractor shall provide news, documentaries, and human int erest programming in both satellite broadcast and web-based format. This foreign programming must not be currently avaiable via regular U.S. commerical programming, must be copyright free for government wide disturbution, and can be integrated into lesson plans and learning courseware. The materials are to be provided in various digitized formats: TV Programming, video, text (newspaper, magazine), and audio (radio). The contractor shall transmit satellite broadcasting in MPEG-1 format, through a geo-stati onary satellite positioned to enable reception from all DoD-users within the United States. The contractor shall make programming available over the Internet through video streaming, 24 hours each day, seven days a week. Users shall be able to watch live streams or download full-length television programming, language learning lessons, in-country interviews, and newspaper materials. The contractor shall make all Internet-delivered content available via a web-searchable archive and provide Government users with open, unrestricted access (24/7/365), and have burstable bandwidth enabling a minimum of 1,000 concurrent users. The contractor shall also provide Really Simple Syndication (RSS) feeds, and provide podcasting for video and audio. All authentic materia ls shall be copyright-free for educational use. All necessary permissions shall be secured, in writing, from the originators of the programming. This shall include the right of Department of Defense (DoD) agencies to view, record, store, adapt and distribu te within DoD. NAICS Code is: 515120, Televison and Broadcasting. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition no more than 5 pages.
