- The West Virginia Air National Guard, located in Martinsburg, WV intend to issue a Request for Proposal (RFP) to award a single, firm fixed-price, Indefinite Delivery Indefinite Quantity (IDIQ) contract for commercial services, non-personal, to provi de all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to provide a C-5 Aircraft Wash Service in a newly constructed Corrosion Control Hangar. Location of this service is 167th AW, West Virginia Air National Guard, Martinsburg, WV in accordance with Performance Based Work Statement, T.O. 1-1-691 Appendix E and 1C-5A-23, Table 12-1 and 12-5. The type of contract is firm fixed-price, (IDIQ). A single award is contemplated to include a Basic year with four opti ons years. Failure to submit an offer on all items shall result in rejection of the proposal. The North American Industry Classification System (NAICS) code for this work is 561990 with a corresponding small business size standard (not to exceed) $6.5. This action is being procured on a 100% Small Business set-aside. The tentative date for issuing the solicitation is on-or-about 14 Apr 2008. A tentative date for the pre-proposal conference and site visit is scheduled on-or-about 29 Apr 2008, 1:00 p.m. EST at the 167th AW Air Lift Wing, 222 Sabre Jet Blvd. Martinsburg, WV. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. All questions for the pre-proposal conference must be submitted using the Proposal Inquiry Form (Special Instructions Area) by 7 May 2008 via e-mail to (preferred) tresa.staubs@wvmart.ang.af.mil with a cc to max.landis@wvmart.ang.af.mil or faxed to (304) 616-5096. The solicitation closing date is scheduled for on-or-about 20 May 2008. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Past Performance and Price. The Government intends to award without discussions, therefore, the offerors initial proposal shall contain its best terms. Interested offerors must be registered in the DOD Central Contractor Registration (CCR ) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.g ov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information, minus the plans and specifications, will be available from the EB S website http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this site. This solicitation is not a competitive bid and there will not be a formal public b id opening.
