Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The US Army Corps of Engineers, Jacksonville District, intends to negotiate and award a purchas e order on a noncompetitive basis in accordance with FAR 6.302-1(a)(2)(ii) Only one responsible source and no other supplies or services will satisfy agency requirements, to Ibis Ecosystem Associates, 92 Spruce Ct., Sapphire, NC 28774, to provide technical Support for Refinement of the Comprehensive Everglades Restoration Plan (CERP) Monitoring and Assessment Plan (MAP)  including the Greater Everglades (GE) Module. The Contractor is responsible for participating in the MAP revision process, which will be directed by the Integrative Assessment Team (IAT). Assistance will be provided to the IAT regarding Everglades restoration research and monitoring issues by attending meetings and preparing written summaries for the IAT and the Restoration Coordination a nd Verification (RECOVER) Assessment Team. Preparation of the revision inputs will require the contractor to coordinate with and provide technical support to the RECOVER module leads, inter-agency scientists and other participants, and university resource s in addition to the RECOVER IAT. The Contractors role at IAT meetings and MAP 2008 Workshops is to provide institutional knowledge about development of the MAP in 2004 and development of the GE Module as well as technical expertise on monitoring, assess ment, and adaptive management (AM). The support will include providing scientific and technical expertise on revision of the GE MAP monitoring (i.e., further revision of hypothesis clusters, review and revision of monitoring components, advice about infor mation gaps, etc.) at GE Module Meetings. The GE Module is being used as a Pilot Project for developing MAP 2008, and the process will be applied to other modules as the effort progresses. The Contractor will also lead discussions/topic sessions at all m eetings/workshops. Attendance at IAT Meetings, MAP 2008 Workshops, and GE/SE Module Meetings will be required, and assistance will be provided for development and review of specific sections of the MAP 2008. In particular, assistance will be provided to the GE Module leads in developing revised GE sections in the MAP 2008; including providing technical and scientific expertise on the GE, applying the MAP 2008 strategy to monitoring components, providing expertise to cross-modular monitoring components, de veloping text portions for the GE section, and compiling the revised MAP 2008 GE section. For the system-wide section of MAP 2008, assistance will be provided for development and review of topics such as Interim Goals/Interim Targets, Adaptive Management, and Project-level Monitoring Plans (PLMPs). Expertise will be applied in finalizing text for inclusion in MAP 2008, including addressing comments and providing responses and corrected sections as appropriate following RECOVER/RLG and Public Reviews of the draft MAP 2008. Assistance will also be provided in the coordination of MAP 2008 and the 2009 System Status Report (SSR), providing input to the IAT and AT regarding linkages between the MAP 2008 and the 2009 SSR; including participation in the discussion s at the IAT and GE Module Meetings as well as providing comments on any IAT documents enumerating the details for the 2009 SSR (i.e., how the information will be presented) and function as compared to previous versions (i.e., 2007 SSR). The technic al support for these evaluations to the U.S. Army Corps of Engineers will be provided by Ibis Ecosystem Associates. The North American Industry Classification System (NAICS) for this requirement is 541690 and the size standard is $6.5 Million. The sole s ource determination is based upon the breadth of knowledge, skills, and expertise possessed by Mr. Steve Davis, sole proprietor of Ibis Ecosystem Associates. M r. Davis is an expert in the field of Everglades ecosystem restoration and wetlands science/ecology. Mr. Davis is an expert possessing a unique set of qualifications to support the ongoing MAP 2008 efforts and considered to be an extremely respected ecolo gist. Mr. Davis was a co-editor with John Ogden, SFWMD, of the seminal book on the Everglades published in 1994, which ushered in the restoration movement and set the stage for the Everglades Restudy. Additionally, Mr. Davis was one of the lead authors of the CEMs for the Greater Everglades ecosystem, as well as a participant in development of the MAP 2004, creation of the Assessment Guidance process, and drafting of initial SSRs. His ecological expertise, knowledge of the Everglades ecosystem, and institut ional knowledge regarding the process that produced the first MAP will be invaluable in assisting the AT with the complex process of revising the MAP. An award to any other source would affect the U S Army Corps of Engineers ability to provide the technical information required, and would not provide any cost savings to the Government. This Notice of Intent is not a request for proposals.
