Description
The U.S. Army Corps of Engineers, St. Paul District Contracting Division, intends to award a sole source contract to Tech Sales Co. d/b/a YSI, Inc., 311 W 44th Street, Minneapolis, MN, under the authority of FAR 6.302-1, 10 USC 2304(c)(1), in that on ly one responsible source and no other supplies or services will satisfy agency requirements. The contract will be a firm-fixed price contract under FAR 13, Simplified Acquisition Procedures. This is not a request for competitive proposals. The requireme nt calls for the purchase of a vertical profiling buoy. Tech Sales Co. is the only known vendor to supply this item in aggregate. The Statement of Work is as follows: The YSI vertical profiling buoy is a specialized assembly of water quality sensors, c omputer equipment, software, communication hardware, and mechanical parts that is suitable for unattended water quality monitoring on lakes, reservoirs and estuaries. The purchase is required to effectively monitor water quality conditions at USACE reserv oirs. The unit is required to have the capability to be left unattended for months at a time while collecting data at any programmed depth and time interval. Interested parties are encouraged to submit Statements of Capability for future procurement need s. The Capability Statement shall include at a minimum: informational brochures, published technical specifications, third party performance verification, company name, address, telephone number, facsimile number, type of business (large or small), an d point of contact. The Government will not award a contract based on any Statements of Capability received. If you are an interested offeror, please provide a brief Statement of Capability (no more than 10 pages) which demonstrates the ability to meet t he requirements specified in the above statement of work, and include any Past Performance information on Government contracts of similar size and scope. Electronic responses are preferred and telephonic requests for information will not be honored. No r equests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking informat ion if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government.
