Introduction: The National Highway Traffic Safety Administration (NHTSA), of the United States Department of Transportation, is responsible for reducing the number of injuries and deaths on highways resulting from vehicle crashes. As part of its mission to reduce fatalities and injuries caused by motor vehicle crashes, the NHTSA promulgates Federal Motor Vehicle Safety Standards (FMVSS). Specific Vehicle Requirements for NHTSA acquisition of one (1) school bus for the Compliance Test Program: Vehicle 5 - 2008 (2009 if in production) Blue Bird Microbird School Bus (GM or Ford chassis, 10,000 lb GVWR or less). This vehicle must have the maximum possible passenger capacity (with standard seats and restraining barriers). General Vehicle Requirements: The above vehicle and its installed equipment must meet all applicable Federal Motor Vehicle Safety Standards (FMVSSs) in effect at the time of its manufacture. All vehicle options which are not listed above are to be the standard equipment or the least expensive options which still meet the FMVSSs. The vehicle must be new and be free of existing damage and repaired damage. When received, the vehicle must indicate minimal mileage in excess of that required for delivery. In no case shall the mileage exceed 2000 miles indicated on the odometer when the vehicle is received at the delivery location. The vehicle shall be fully prepared for normal retail delivery and include the owner?s manual(s), installed equipment manuals, at least two (2) sets of keys, and a full tank of fuel. The vehicle does not need to meet any State specific regulations. Delivery Locations: Upon delivery to the test laboratory, the vehicle will be inspected by a laboratory representative. The vehicle must meet the specifications and requirements set forth here in order to be accepted and signed for by the laboratory. Payment will not be processed without an acceptance signature. It is the responsibility of the Offeror to arrange vehicle delivery between the hours of 9:00 AM and 3:00 PM local time Monday through Friday except holidays. The laboratory point of contact will be provided at the time of award. Delivery at the laboratory must occur between the hours of 9:00 AM and 3:00 PM local time Monday through Friday except holidays. Vehicle 5 is to be delivered to: MGA Research Corporation, 5000 Warren Road, Burlington, WI 53105. Delivery on or before September 1, 2008 is preferred. If the September 1, 2008 delivery date cannot be met, provide an explanation and alternate delivery date with the offer. Under no circumstances shall a vehicle be delivered to the laboratory after December 31, 2008. Additional Information and Requirements: 1. General business information including the company name, address, phone number, FAX number, point of contact, and e-mail address must be included with the offer. 2. A DUNS number and CCR registration information must be included with the offer. (You must attach a copy of you current Central Contractor Registry (CCR) information for your bid to be considered. Any bid without this information will not be considered. For more information on CCR registration, got to http://www.ccr.gov) 3. A copy of the manufacturer?s invoice or build sheet for each vehicle offered. The invoice or build sheet shall list the build details, including any special requests or options made by NHTSA. 4. The Vehicle Identification Number (if available) and odometer reading (if available) for each vehicle offered. 5. The complete bid price, including all delivery fees and any other fees that might be associated with the vehicle purchase, for each vehicle offered. Note that the NHTSA is a tax exempt government agency. 6. The date by which each vehicle can be expected to arrive at the laboratory.
