- Description
- This notice of intent is from the Naval Research Laboratory (NRL) to contract to RIEGL USA at 7035 Grand National Dr #100, Orlando FL 32819 on an other than full and open competitive basis. The contractor shall provide a LMS-Q560 2D laser scanner with data recorder and software meeting the following minimum specifications: IEC and ANSI Class 1 Eye safe in all operation, Parallel Scan Lines, Infrared Invisible Beam, at least 45 degree scan angle range with the option for at least 60 degree with 90% of max measurement range, Measurement range capability of at least 1800 m to a 60% reflective target, Precision of at least 10 mm (1 sigma) at 250 meter test range, GPS synchronized time stamping of scan data, minimum 240,000 Laser Pulse repetition data acquisition rate, minimum 120,000 Hz effective measurement rate at 45 degree scan angle and minimum 160,000 Hz at 60 degree scan angle, 18 - 32 VDC Power Input Single Power Supply. The software shall be capable of: Target detection and target parameter estimation applied to digitized echo signals of the Full Wave Form Scanner, Different analysis algorithms available with configurable parameters, Extraction of an unlimited number of targets per emitted laser pulse, Coordinate transformation into the well defined scanners own coordinate system, Output as point cloud with additional target descriptors, Provides different data output formats for a variety of post processing software packages, Detects, analyses and converts an unlimited number of targets per emitted laser pulse with the following parameters; range, scan angle,x,y,z(coordinates), Time stamp(UTC,GPS), pulse width, pulse amplitude, first, second third through last target indication. Environmental specifications shall include: Operating temperature range 0 C to +40 C, Storage temperature range -10 C to +50 C, IP54 protection and maximum 20 kg weight. Compatibility: must be capable of integration in the Navy's P3 aircraft. Through market research, NRL has concluded that Riegl is the only company that offers a commercial 2D scanner that meet NRLs minimum requirements. The required delivery is no later than 2 months after date of contract award. This is not a solicitation. See numbered Note 22.
