- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, Avionics Department, has a requirement for technical and scientific research, development, integration, analysis, assessment, and test and evaluation of systems for the AIR 4.5 Avionics Department. A DRAFT Performance Work Statement (PWS) is available on the NAVAIR solicitation page at http://www.navair.navy.mil/doing_business/open_solicitations/ (N00421-08-R-0067). Tasks performed under this contract will include planning, coordination, technology development, systems definition, systems acquisition, systems integration, modification, and product support for manned and unmanned platform avionics and sensors in support of the 4.5 Divisions, including Architecture and Systems Engineering, Information Warfare Systems, Core Avionics Systems, Electronic Warfare (EW) Systems, Radar and Antenna Systems, Electro-Optics (EO) and Special Mission Systems, Surface Communications and Information Systems, and Acoustic Systems. The system includes: sensors, platforms, associated avionics hardware and software, and operational centers. This contract will provide for the development and/or modification of avionics systems as well as the equipment used to develop, integrate, test and evaluate avionics systems and their support subsystem elements. Many projects to be performed under this IDIQ contract will require a Top Secret Clearance. Some projects will require a Secret Clearance. Location of performance is 20% (twenty percent) on-site at NAWCAD Patuxent River, Maryland and 80% (eighty percent) off-site at the contractor?s facility. Contractor personnel shall travel when necessary to provide needed tasks through off-site meetings, training, conferences, design, installation, integration, maintenance, or system test. As part of this travel, contractor personnel may be required to travel overseas and to serve as flight crew and onboard ships for extended (2-3 weeks) sea tests. NAWCAD plans to issue one solicitation with multiple award provisions on an unrestricted basis. It is estimated that 4 to 10 awards will be awarded with at least 2 awards going to small businesses. Offerors will need to demonstrate their knowledge in at least 2 of the technology areas outlined in Section 1.1 Scope of the PWS and their ability to pull together a knowledgeable team in at least one other technology area outlined in Section 1.1 Scope of the PWS. The anticipated contract type is a cost plus fixed fee with indefinite delivery/indefinite quantity (IDIQ) delivery orders. The ordering period of performance is estimated at five (5) years. The scope of work to be performed will be based on size standard under North American Industry Classification (NAICS) code 541712, 500 employees. This solicitation is for advanced research and development tasks. This effort is currently being performed under Contracts N00421-04-D-0080 (L-3 Communications Titan Corporation), N00421-04-D-0081 (RBC, Incorporated), N00421-04-D-0082 (Sabre Systems, Inc.), N00421-04-D-0083 (Navmar Applied Sciences Corporation), and N00421-04-D-0084 (BAE Systems Technology Solutions & Services). The Navy plans to release the solicitation, including any subsequent amendments, via the Internet, on or about 09 September 2008. The solicitation will be available on the NAVAIR solicitation webpage located on the World Wide Web (www). The www server may be accessed using client browsers such as Netscape and Internet Explorer. The www address, or Uniform Resource Locator (URL), for the NAVAIR solicitation webpage is http://www.navair.navy.mil/doing_business/open_solicitations/. In addition to the availability of the solicitation for downloading at this webpage, the Navy will also e-mail a notification of release of the solicitation and any subsequent amendments to all prospective offerors who submit a request.
