Description
The United States Special Operations Command (USSOCOM) intends to issue a sole source modification to FN Herstal S.A., Voie de Liege, 33, B-4040 Herstal-Belgium, via existing contract H92222-05-D-0001 to refine the Fire Control System for the Enhanced Grenade Launcher. The authority for the proposed acquisition will be conducted without providing for full and open competition pursuant to 10 U.S.C. 2304 (c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, only one source and no other supplies or services will satisfy the agency requirements. This synopsis is for enhanced/medium range 600m (T) and 800m (O) 40MM ammunition that can be safely and effectively employed from a shoulder fired grenade launcher. Ammunition shall be compatible with the 40mm Enhanced Grenade Launcher Module (EGLM) either in stand alone configuration or as mounted in modular fashion to the Special Operations Combat Assault Rifle (SCAR). The range increase has changed from the current 40mm low velocity ammunition performance (300-400 meters) to a range of approximately 600m (T) to 800m (O). The round must be capable of a minimum range of 600m with increased accuracy over current 40MM low velocity ammunition utilized in the M203. The ammunition is required to integrate and test the EGLM to ensure the performance requirements (such as range) are met. FN Herstal, manufacturer of the EGLM and SCAR will be acting as integrator between the weapon and the enhanced ammunition. After successful demonstration of this integration effort, it is the intent of the Government to procure the enhanced 40mm ammunition via full and open competition.
