Description
The United States Army TACOM Life Cycle Management Command (LCMC)  Warren, will be issuing a sole source Letter Request for Proposal (RFP) to add an additional 100,000 hours to contract W56HZV-05-C-0493 with ALCOA Inc. The purpose of this is to co ntinue implementing the proprietary Alcoa Collaborative Design Approach (ACDA) under the Aluminum Lightweight Structures Initiative (ALSI) in order to improve the performance and survivability of various vehicle platforms to include: the Future Combat Syst ems (FCS) and Heavy Expanded Mobility Tactical Truck (HEMTT) via weight and/or cost reductions. The components for improvement may include cabs, cargo beds, structural frames or similar structures. The ACDA is a phased program approach beginning with Ph ase I: the selection of structural components and assemblies; followed by Phase II: conceptual design and selection of design concepts based on potential weight savings, potential improvement of vehicle performance and cost criteria. The objective of the d own-select is to determine which components represent the greatest promise to demonstrate weight savings, improved vehicle performance and potential cost savings. The approach continues with Phase III: finalization of design concepts and analyses and Phas e IV: the development and evaluation of prototypes. Each task will be Work Directive driven. This will result in a Cost Plus Fixed Fee Level-of-Effort Modification to the current Alcoa Inc. contract (W56HZV-05-C-0493). The period of performance will rem ain be extended an additional twenty-four (24) months. Contractors will be required to s ubmit their response in the following electronic medium: via email to janet.joudas@us.army.mil . The subject line of the email submissions must read Offer-W56HZV-08-R-0380 Closes 14 May 08. Maximum size of email offers shall not exceed 3.5 megabytes. Compressed files must be self-extracting and have appropriate instructions to open. Hard copy responses will not be accepted. Please make sure this agency has been furnished with the following additional information: CAGE, Company Name, DUNS Number and the email address where you would like the notice sent. The estimated release date of the letter RFP W56HZV-08-R-0380 is 14 Apr 08 and the estimate closing date for Receipt of Proposals is 14 May 08. Numbered note 22 applies.
