- ***This is a follow up sources sought with the intention of identifying sources designated as a Service Disabled Veteran Owned (SDVO) Small Business Concern (SBC). NAWCTSD is anticipating setting this requirement aside for SDVOSBCs. NAWCTSD is only interested in responses from SBC?s who fit the criteria outlined by the Small Business Administration as a SDVO. Class throughput and convenings will have a range of 1 to 15 times per year depending on the schedule established by the Government; however, most classes convene 4 to 8 times per year. GOVERNMENT FURNISHED INFORMATION (GFI) consisting of the actual course curriculum, student and instructor guides, handouts, etc, shall be provided to the vendor to support the implementation of the training for each student. The contractor shall be responsible for safeguarding, copying, and providing all copies of the course to students. The course will be taught at Norfolk Naval Station, Virginia. The Government shall supply the facilities for instruction to conduct the training. The Government is contemplating a ***Service Disabled Veteran Owned Small Business Set-aside*** for this effort, with the resulting contract to be accomplished under the provisions of a Firm Fixed Priced Indefinite Quantity contract (IQC). The NAICS Code for this solicitation is 611430 with a size standard of $6.5M. This requirement is for instructional support services resulting in a proficiently trained student meeting the performance and course completion standards. The vendor shall provide the personnel, supervision, management, materials, and instructional technology needed to conduct training of military personnel. The Contractor's instructors shall have at least three years of documented military or civilian instructor experience in related type courses. The contractor's instructors may be required to access military facilities; a military base pass will be required. Vendors capable of accomplishing the required services are invited to submit literature, brochures, and capability summaries identifying, at a minimum, business size and past (limit to within 3 years) and/or current performance on similar contracts (include dollar value, complexity and point of contact information).
