- THIS PROJECT IS 100% SET-ASIDE FOR VETERAN-OWNED SMALL BUSINESS. Services of an Architectural or Engineering firm with specialized experience in design and construction of site access and utility repairs in a 24/7 healthcare and medical environment. Responding firms are to be registered in www.CCR.gov and www.vetbiz.gov. Contractor to participate in site investigation, design, preparation of working drawings/construction documents, and construction period services for Project 596-08-111, RENOVATE B-25 FOR MENTAL HEALTH, LD at VA Medical Center, Lexington, KY. Design disciplines anticipated include architectural, industrial hygiene, electrical, mechanical, and fire protection. Experience required in a 24/7 healthcare environment This project will renovate a total of approximately 13,000 square feet (SF) in Building 25, 1st floor. Approximately 6,500 SF in the West end will be renovated for the Post-Traumatic Stress Disorder (PTSD) Clinical Team (PCT). Approximately 6,500 SF in the East End will be renovated for the Mental Health Outpatient Clinic. This project will correct deficiencies identified in the mechanical, ducts and water distribution and mechanical, room air dist/term in the building. This project replaces mechanical and electrical system components, repairs finishes, and, abates friable asbestos pipe insulation and asbestos-containing floor tile and mastic. The project also adds telecom wires to the fully prepped space (cable tray and conduits w/ pull strings exist). Project design will clearly show work required, phasing of work required, and instructions to construction contractor regarding how to accomplish the necessary renovations in a 24/7 medical environment taking into consideration demolition, dust control, infection control, and specialized facility requirements as discussed with VA staff. Estimated construction cost range is between $1,000,000 and $2,000,000. Project will be accomplished in AutoCad .dwg format; specifications will be accomplished in Microsoft Word .doc format. Specifications shall be compiled from VA master specifications which are available on the internet. Special consideration in the evaluation and selection process will be given to Service-Disabled Veteran-Owned Small Businesses. Final ranking of interviewed firms will be based on the team proposed for this project, the proposed management plan, previous experience of the team with emphasis on inpatient psychiatric design, geographic location of the firm, proposed design approach, project control, creative and innovative designs, sustainable design, miscellaneous experience & capabilities, ability to mitigate project cost and project risk assessments. Area of consideration is restricted to Veteran Owned Small Business firms located within a 150 miles radius of VAMC, Lexington, KY. North American Industry Classification (NAICS) No. 541310, with a size standard of $4.5 million is applicable. Interested firms, with required specialization, must submit three (3) copies of Standard Form 330, Architect-Engineer qualifications, to the issuing office no later than 2:00 p.m. EST May 1, 2008. (Fed-ex or hand-carried submissions to be delivered to VA Medical Center, Attn: Angie Napier (90C), Bldg. 2, Rm. 206, 2250 Leestown Road, Lexington, KY 40511). Respondents will be reviewed on the basis of: professional qualifications; specialized experience and technical competence in projects of similar type, including experience in energy conservation, the use of recovered materials; capacity to accomplish the work in the required timeframe; past performance on contracts with Government agencies and private industry for projects of similar type; team proposed for this project; previous experience of proposed team; project control (design schedule control and quality assurance reviews of submission documents); and estimating effectiveness.
