- The Pine Bluff Arsenal (PBA) is conducting market research to identify potential sources for an upcoming A-76 competition. Specifically, PBA is seeking capabilities from all businesses, and particularly from small, small disadvantage, Hub Zone and Service-Disable Veteran-Owned Small Business, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for this requirement. Additionally, this market research is being conducted to ascertain commerci al interest, capability and capacity to perform the services described herein. PBA intends to conduct this acquisition using the Standard Competition Procedures as provided in the Office of Management and Budget (OMB) Circular as revised May 29, 2004. T he intent is to make one award to a single service provider who would be responsible for providing all of the services under study. The type of work to be performed is summarized as follows: (1) Carpentry, masonry, roofing, tiling, plastering and concrete block work, to include preventive maintenance work; fabricate shipping containers; and block and brace railcars; (2) Fabricate, install, maintain and repair sheet metal ducts, vats, vents, cabinets, gutters and downspouts, flashings and hoods, for all miss ion support and real property requirements (3) Perform mechanical repairs, modifications, renovations and on-line support to conventional demililitarization and production facilities and real property facilities; (4) Perform preventive maintenance on all u tility plants, wastewater plants and real property equipment to include all shop equipment; (5) Perform new equipment installation and checkout; (6) Operate the incinerator cluster and associated equipment and assure adequate maintenance. Perform operator level maintenance on all equipment; perform organizational level maintenance on air compressor and shredder and schedule and request maintenance support for other equipment. Maintain required records for maintenance and equipment warranty purposes. Moni tor fuel oil consumption; project requirement and coordinate, receive and store fuel oil; (7) Prepare for disposal of munitions, and when instructed, destroy by incineration. Store recovered materiel and ensure disposition through approved procedures; (8) Accept, store and dispose by incineration other waste materiel, such as 5-X of metal and metal bodies. Disposal of items includes reject smoke munitions, 1.4 explosive type or below, expired medical material, nitrogen cylinders. Disposal also includes s hredding, crushing for material reduction or for resource recovery; (9) Incinerators have to be operated in accordance with an air permit and with EPA guidelines. All potential sources are asked to submit capability statements expressing their interest. Capability statements should be limited to no more than 5 pages, and shall include, at a minimum: name and address of firm; size/ownership of business, i.e. large, small, small disadvantaged, 8(a), Disabled-Veteran, Veteran, Woman owned business, and Hub Zone; number of years in business; a point of contact with name, title, telephone number, fax number and email address; Cage Code and DUNS number (if available); affiliated contractor (if potential sub) or subcontractors (if potential prime); experience an d familiarity with providing the services listed above. The anticipated North American Industries Classification System (NAICS) for the individual selected services may include codes from Section 23 Construction, Subsector 238 Specialty Trade Contract ors and Section 81 Other Services, Subsector 811 Repair and Maintenance.
