Description
This is a Brand Name or Equal requirement. The Contractor shall provide all personnel, tools, parts, materials, supervision, and other items necessary to fulfill the requirement for Part No 1023473, 9K-030929 Bauer Gear Motor for stops, and Part No 410975 Laser Scanner 4m safety protection. This is a commercial acquisition. The solicitation will be issued at 100% small business set aside under Standard Industrial Classification (SIC) code 1799, NAICS code is 423840 and the related Small Business Size Standard is 100 employees. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. The resulting purchase order shall be firm-fixed price. All potential sources must obtain a DUNS number and register in the Central Contractor Register (CCR) in order to transact business with the government. Failure to obtain a DUNS number and register in the CCR may result in the delay of award of a Purchase Order or possible award to the next otherwise successful offeror who is registered in the CCR at the time of award. Solicitation will be issued on or about 1 Apr 08. Due date will be stated in the solicitation. The entire solicitation will be made available only on the Electronic Posting System (EPS) Website at <a href="http://www.fedbisopps.gov">http://www.fedbisopps.gov</a>. The solicitation can be accessed by following the links on the EPS website to USAF Offices, Air Mobility Command, 305 CONS. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to this solicitation. All responsible sources may submit a proposal which, if timely received, will be considered by the agency. All prospective offerors interested in submitting a proposal on this solicitation must have a Commercial and Gov't Entity code (CAGE code). AFFARS 5352.201-9101 OMBUDSMAN (Aug 2005) (a) An ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. The ombudsman may not serve as an advocate for any party. (b) Before consulting with an ombudsman, concerned parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067.
