Note: An Ombudsman has been appointed to hear concerns from offerors orpotential Offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. The solicitation / procurement data listed above is approved for releaseonly to U.S. contractors who are registered and certified with theDefense Logistics Information Service (DLIS). Submission of DD Form2345, Military Critical Technical Data Agreement, with your request forthe solicitation is required as specified in the International Trafficin Arms Regulation(ITAR), 22 CFR Sections 121 through 128. The proposed contract action is for supplies and services for which theGovernment intends to solicit and negotiate with only one, or a limitednumber of sources under the authority of FAR 6.302. Interested personsmay identify their interest and capability to respond to the requirementor submit proposals. This notice of intent is not a request forcompetitive proposals. However, all proposals received within fortyfive-days (thirty days if award is issued under an existing basicordering agreement) after date of publication of this synopsis will beconsidered by the Government. A Determination by the Government not tocompete this proposed contract based upon responses to this notice issolely within the discretion of the Government. Information receivedwill normally be considered solely for the purpose of determiningwhether to conduct a competitive procurement. Award will be made only if the offeror, the product/service, or themanufacturer meets qualification requirements at the time of award inaccordance with FAR clause 52.209-1. The solicitation identifies theoffice where additional information can be obtained concerningqualification requirements as cited in each individual solicitation. This acquisition is open to all interested parties including U.S.Department of Defense Sources who submit a bid or proposal and competefor this requirement. See Note(s) 22 and 26.
