- The Government intends to award a firm-fixed price contract for a base period and three one-year option years, not to exceed four years. This is a combined synopsis/solicitation for an Independent Consultant to provide Technical Assistance for Public Participation (TAPP) services to a Restoration Advisory Board (RAB) located at Vieques Island, Puerto Rico. This is a total small business set-aside. The NAICS code is 541620, size standard $6.5M. There is a maximum award price of $25,000 for each year this contact is in place, NTE $100,000.00. This contract action will provide the services of an independent consultant possessing comprehensive knowledge of the CERLA process, including knowledge in the technical and physical science fields of hydrology, risk assessment, risk communication, engineering, and risk training to support the RAB in understanding or evaluating technical documents, concepts or other information related to the restoration activity at the National Priorities List Vieques site. Work will be performed according to tasks listed in the Request for Quote (RFQ) Statement of Work. The RFQ is available via the Federal Business Opportunities website (www.fbo.gov) and/or the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil). All prospective offerors should download all pertinent documents from those websites. The due date for the proposals is 45 days, as stated in the solicitation. All interested offerors must be registered in the Department of Defense Central Contractor Registration (CCR) database. Be advised that failure to register in the CCR makes an offeror ineligible for award of DoD contracts. Information regarding this registration may be obtained by accessing by the website at http://www.ccr.gov/. Notification of any changes to this solicitation (amendments) shall be made only on the FedBizOps website. Therefore, it is the offeror’s responsibility to check the internet sites daily for any posted changes to the solicitation pl! ans and specifications. The Government intends to make award to the offeror that represents the best value to the Government, price and non-price factors considered. Instructions and evaluation factors will be provided in the solicitation. All responsible offerors may submit a proposal for consideration. Responses to the solicitation shall be submitted in one original and three hard copies format, due at the office of NAVFAC LANT, 6506 Hampton Blvd, ACQ-11, Attn: Patricia Kaczka, Norfolk, VA 23508, NLT the date specified in the RFQ. Requests for solicitation documents by telephone, fax, or e-mail will not be honored. Emailed or faxed responses will not be accepted. It is anticipated that award of the contract will occur June 2008. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (01-APR-2008).
