Description
The Specialty Center Acquisitions NAVFAC, Code RAQN0 intends to award a sole source Firm Fixed Price IDIQ contract to Tancreto, James Engineering for engineering services on behalf of Naval Facilities Engineering Services Center (NAVFAC ESC), Port Hueneme, California, 93043. The North American Industry Classification System (NAICS) code for this requirement is 541330, Engineering Services. The engineering services that will be procured are available only from James E. Tancreto, MSCE, S.E. This procurement is being processed in accordance with FAR Subpart 6.3-Other Than Full and Open Competition. The scope of this contact includes theoretical analyses, exploratory studies, test planning, facility component and system evaluations and development, standards development, engineering criteria development, basis of design, and consequences of explosions. These engineering services require specialized advanced theories based upon physics, numerical methods, and probabilistic methods. They also include the practical application of the same at specific military installation sites. The complexity of these services requires a technical authority that has developed or participated in the development of the current state-of-the-art processes utilized by the Department of Defense and the four Services. The intention is to address specific, complex technical issues and! to transfer technology and expertise to a technically maturing in-house staff of recognized subject matter experts. The specific standards and criteria utilized and improved by these services include: DOD 6055.9-STD (DOD Ammunition and Explosives Safety Standards), TM5-1300 (Design of Structures to Resist the Effects of Accidental Explosions), NAVSEA OP5 (Ammunition and Explosives Safety Ashore), and various standard designs for magazines and missile test cells. Additionally Department of Defense Explosives Safety Board (DDESB) Technical papers are included, for example: Methods and Algorithms used in the SAFER Model (TP-14), Prediction of Building Debris for Quantity-Distance Siting (TP-13), and Approved Protective Construction (TP-15). Mr. Tancreto has over 30 years experience providing siting and equivalent protection solutions for naval ordnance storage and handling facilities. He has also been associated with the development of DoD and navy explosives safety siting and structural engineering for facilities resisting the effects of accidental explosions criteria. In particular, Mr. Tancreto was a primary contributor to the development of DDESB TP-14 and TM 5-1300. Mr. Tancreto is also uniquely qualified in that he is a subject matter expert associate in the development of DDESB TP-13 algorithms, facilities listed in DDESB TP-15. His siting expertise has been utilized to secure special approval for unusual projects that have technical complexities that are not clearly addressed by DoD and Navy criteria. The engineering services being procured will reach back to these projects and his experiences with them. This experience and the derived expertise have resulted in unique qualifications required by t! he scope of this contract to address complex technical issues and to mentor emerging experts.
