- Melissa Keene, Contract Specialist; Barbara A. Banks, Contracting Officer. This is in response to the Request for Information, M67004-08-Q-5000, issued February 11, 2008. The combined synopsis/solicitation is for commercial services prepared in accordance with the format in FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is being issued as a Request for Proposal. The solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. This request is unrestricted in regards to the business size of 6.5 Million Dollars and has a NAICS code of 561110. The Marine Corps Logistics Command Albany, GA has the following requirement for administrative service(s): Item 0001: Provide administrative support to synchronize the Operating F! orces (OPFORs) OEM warranty management process for the Amphibious Assault Vehicle Thermal Sight System (TSS); M1A1 Abrams Tank Firepower Enhancement Program (PEP); and the Light Armored Vehicle Improved Thermal Sight System (ITSS) in accordance with the attachment #1-Statement of Objectives. Attachments #2, the Warranty Administration Integrator (WAI), and #3, TSS ITSS FEP Warranty NSN are also included. The Government desires an economical single point of entry for all warranty claims, while at the same time creating an advocate for the Marine Corps that has their best interest at hand without increasing the burden on military/government personnel throughout the equipments' life cycle. The Government intends to award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation represents the best value to the Government. The following FAR Clauses/Provisions apply: 52.212-1, Instructions to Offerors! -Commercial Items, applies except paragraph (s): Ignore (a), (d), (h), and (all of i). Paragraph (b) offers may be submitted by Fax and in addition to the DUNS number requirement in (j), the contractor is required to include their DOD Central Contractor Registration (CCR) number (Cage Code) and Federal Tax ID Number (TIN); 52.212-2, Evaluation--Commercial Items, is applicable less paragraph (b). Also all sub factors and factors are significantly less important than price, delivery, and past performance. Price and delivery are approximately equal to past performance. 52.212-3, Offeror Representations and Certifications--Commercial Items, shall be completed with proposal to validate size status.; 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, the following apply: (a), (b)- (1) (14)(15) (16) (17) (18) (19) (20) (26) (31), (d), and (e); 52.243-1, Changes-Fixed-Price; 52.247-34, F.O.B. Destination; 252.225-7002, Qualifying Co! untry Sources as Subcontractors; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, the following apply: (a), (b) (4) (17) (19), and (c) (3); 252.247-7022, Representation of extent of Transportation by Sea. Contractors must be registered in the Central Contractor Register (CCR) http://www.ccr.gov/ and WIDE AREA WORKFLOW-RECEIPT AND ACCEPTANCE (WAWF) http://wawf.eb.mil to be considered responsive and eligible for award. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or awards.
