- Description
- This is a synopsis for commercial items in accordance with the Federal Acquisition Regulations (FAR) Part 12 - ACQUISITION OF COMMERCIAL ITEMS. This procurement consists of one solicitation with the intent to award a combination Firm-Fixed-Price (FFP) and Indefinite Delivery Indefinite Quantity (IDIQ) Commercial Items Service Contract. Contract will be awarded to the responsible offeror whose proposal, conforming to the Request For Proposal (RFP), will be most advantageous to the Government resulting in the Best Value, price and other factors considered. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The successful Contractor shall furnish all labor, supervision, management, supplies, equipment, transportation, and any other items necessary to provide armed guard and other security services at the following U. S. Navy Installations within the Commander Navy Region Southwest (CNRSW) area of responsibility: Naval Base (NB) San Diego, NB Coronado, Naval Air Force (NAF) El Centro, and NB Point Loma. If and when authority and approval to contract for security operations services are granted and when required, the contractor shall also provide armed guard and other security services at but not limited to the following U.S. Navy Installations: Naval Weapons Station (NWS) Seal Beach Detachment Fallbrook, Naval Air Weapons Station, China Lake, Naval Post Graduate School (NPGS) Monterey, Naval Air Station (NAS) Fallon, NAS Lemoore and NWS Corona, CA. The successful Contractor may be working along side existing Government security forces that have law enforcement responsibilities. Services to be performed under the resulting contract include armed guard services which are exempted from the prohibition of 10 USC 2465 under Public Law (P.L.) 107-314. The authority to contract guard services under P.L. 107-314 is limited to the post-9/11 growth in guard functions or strength and currently expires on 30 September 2012 unless otherwise extended by Congress. If not extended, or if 10 USC 2465 is not repealed as to the prohibition to contract guard services, the contract will end on 30 September 2012 as required by law. Performance will be at various installations within the CNRSW area of responsibility with the potential for service occurring simultaneously at multiple installations as listed above. The scope of work varies from location to location. The contract will have a base year/period plus four (4) 12-month option periods and five (5) 12-month award option periods for a total maximum duration of 120 months or a total maximum contract value of $250 million, whichever occurs first. Start up of the individual installations will be phased-in during the base year/period of the contract. A transition period of up to 60 days to full performance at each installation may be required. During the term of the contract, the Firm-Fixed-Price portion of the contract is the minimum guarantee. Contractors are not guaranteed work in excess of the minimum guarantee. THIS ACQUISITION IS SOLICITED AS AN 8(A) COMPETITIVE SET ASIDE. The North American ! Industry Classification System (NAICS) Code is 561612 and the size standard is $17 million dollars. THIS SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be available for download free of charge via the new Federal Business Opportunities system at https:// www.fbo.gov / on or about 31 March 2008. Since the new Federal Business Opportunities system includes current FedTeDS functionality, files uploaded on the FedTeDS website for Solicitation N6247307R5004 on 31 March 2008 have been transferred to the new Federal Business Opportunities system under PR#07R5004. The Government will not provide hard copies (paper sets) or CD-ROM of the RFP, Plan Holders List or other contract documents and will not accept telephone, E-Mail and facsimile requests for copies. Notification of any changes (amendments) to the solicitation will be done via the Internet and the new Federal Business Opportunities system only at <u> https:// </u> www.fbo.gov /. It will be the contractor's responsibility to check the new Federal Business Opportunities system daily for any and all amendments to this solicitation. Note: All Contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a DoD contract. Prospective contractors shall submit Annual Representations and Certifications via the Online Representations and Certifications Application (ORCA). Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database (see FAR 4.1102).
