- Description
- The Contractor agrees to furnish and sell, and the Bureau of Prisons (BOP) agrees to purchase, electricity for the Federal Correctional Institution (FCI) located at Forrest City, Arkansas. The Contractor shall use reasonable diligence to provide a constant and uninterrupted supply of electric service and energy within applicable industry standards. The Contractor shall install/supply protective devices as necessary to guard customer's facilities against irregularities and interruptions. Protective devices as intended herein are defined as oil circuit reclosers, fuse disconnect and/or lightening arrestors installed on Contractor's electrical facilities. Whenever Contractor plans to interrupt service, the Contractor shall attempt to notify the BOP at least 24 hours in advance (except in cases of emergency). Contractor shall not be liable to the BOP for any damages occasioned by irregularities or interruptions except in cases of neglect or omission of protective devices. The estimated annual cost for electric supply is $ 1,565,924; 10 year estimated cost $ 19,563,452. General Requirements (a) The Contractor shall furnish and install underground electrical service of 13.8 kv, 3 phase, four wire. (b) Electrical service provided by the Contractor shall meet the FCI's everyday needs for the proper operation of the FCI. The FCI site is located on approximately 300 acres and will include a minimum security camp, a low security federal correctional institution, warehouse and other generic institutional elements. The institution is designed to hold up to 2,050 inmates. (c) The Contractor shall be solely responsible for obtaining any and all easements and permits required by Local, State, or Federal authorities for the installation, operation, and maintenance of said primary electric system outside the FCI property. (d) The off-site electric system shall be designed, installed, owned, operated and maintained by the Contractor in compliance with all applicable laws, rules, permits and regulations promulgated by any and all Governmental authorities having jurisdiction. •(e) Underground wiring and transformers are to be installed and maintained in accordance with the M-12 rider.
