- The Naval Air Systems Command intends to award two delivery orders to the AN/ALQ-214 IDECM BOA with ITT Avionics, Clifton, New Jersey, for risk reduction of the AN/ALQ-214 Engineering Change Proposal (ECP) toward upgrading the existing ALQ-214 system to an AN/ALQ-214(V)4 configuration. The scope of this effort shall leverage upon recent developments in digital EW technologies applicable toward upgrading the existing ALQ-214 system and accelerated integration on the host Navy platforms. The following efforts will be performed under the first delivery order: (1) develop preliminary system level specification requirements; (2) develop SRA level specifications for the Digital Receiver, Low and High Band Front End SRA specifications and Digital RF Memory (DRFM) Technique Generator (TG). A June 2008 award is anticipated for these efforts. The following efforts will be performed under the second delivery order: (1) preliminary design efforts for the digital and RF SRAs; (2) design for the common shock/hard-mounted rack assembly; and (3) development of software requirements. An August 2008 award is anticipated for these efforts. The contractor shall report on each of these efforts and may be required to prepare and submit "Engineering White Papers" for discussing tradeoffs associated with hardware or software changes. This effort is being awarded on a sole source basis, as ITT Avionics is the sole designer, developer, and manufacturer of the AN/ALQ-214(V)3 subsystem and is the only firm that can provide these services within the required time frames and cost limitations.
