Description
The U. S. Environmental Protection Agency (EPA), National Homeland Security Research Center (NHSRC), Threat and Consequence Assessment Division (TCAD) intends to negotiate on a sole source basis, a modification to extend the current contract no. EP-C-06-074 to include 3 Option Years, with Johns Hopkins University Applied Physics Laboratory (JHU APL), under the authority of FAR Part 6.302-1. This modification aims to complete the drinking water module for the automated syndromic surveillance software called Electronic Surveillance System for the Early Notification of Community-based Epidemics (ESSENCE). Expansion and implementation of the ESSENCE water module shall include: (1) the addition of at least two additional health effect nodes; (2) extend the water utility detection framework to include customer complaint data; (3) validate water quality node through expansion to at least two other water utilities; and (4) pursue the use of the water module in other ESSENCE jurisdictions. EPA source research indicates that JHU APL is uniquely qualified to enhance the ESSENCE software tool based on the fact that it developed ESSENCE and only JHU APL personnel have access to ESSENCE's source code and algorithms. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA's requirement may submit technical documentation to establish the potential of complying with the performance work statement. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
