Description
The procurement is unrestricted. The North American Industry Classification is 236220, size standard is $31 million. All responsible sources are encouraged to submit a qualification statement, which shall be considered by the Smithsonian Institution. Estimated cost of construction is more than $10 million. The Smithsonian Institution is soliciting qualification statements for the construction of an addition to the Steven F. Udvar-Hazy Center at Dulles Airport in Chantilly, Virginia called Phase Two. Phase Two will involve construction of a Restoration Hangar, approximately 100 meters by 70 meters (300 ft by 200 ft), which will include associated specialty craft shops such as a Large Artifact Paint Booth, Small Paint Booths, Large Artifact Cleaning Booth and Waste Treatment System (to be relocated from the Garber Facility in Suitland, Maryland), Chemical Cleaning Shop, Welding Shop, Sheet Metal Shop, Wood Shop, Bead Blasting Shop, Exhibits Fabrication Shop, and other administrative and support offices. Work under this project includes complete building enclosure, weatherproofing, and architectural treatments; complete interior construction and finishes including certain built-in furnishings and fixtures; special systems for building security and emergency operations; building utilities and services; building climate control systems; and complete, fully operational vertical conveyance systems. <h4 style="MARGIN-LEFT: 0.5in"> </h4> The Smithsonian Institution intends to award a single firm fixed price contract utilizing the two-phase pre-qualification method for this procurement. Under the first phase, a Request for Qualification Statements will be issued on or before April 18, 2008. The Request for Qualification Statements shall not include complete project specifications and will not request prices or pricing information. The Qualification Statements will be evaluated to determine acceptability of the offeror's qualifications for further consideration during phase two of the acquisition process. Technical Requirements will be specified in the Request for Qualification package. Phase 1 - Request for Qualification Statement package will be posted to the Federal Business Opportunity web site located at http://www.fbo.gov under this posting. Thereafter, it is anticipated that all vendors will be provided 30 days in which to respond. Under phase 2, the respondents deemed to be the most qualified will receive an (RFP) along with specific project requirements, and complete specifications. A single firm fixed price contract award is contemplated based on the most advantageous and best value offer to the Smithsonian Institution.
