- Introduction: The National Highway Traffic Safety Administration (NHTSA), of the United States Department of Transportation, as part of its mission to reduce fatalities and injuries caused by motor vehicles crashes, promulgates Federal Motor Vehicle Safety Standards (FMVSS). Specific Requirements: NHTSA intends to procure compliance testing services for FMVSS No. 126, Electronic Stability Control Systems. The Contractor shall provide qualified technical personnel, facilities, test track, equipment and test instrumentation to perform inspection and compliance testing services to determine conformance of motor vehicles to the requirements of FMVSS No. 126. At the time of award, the contractor must have all necessary personnel, facilities, test track, equipment and test instrumentation. The Government will provide the Contractor with test vehicles, for some tests, and specified test instrumentation as Government Furnished Property (GFP). The Contractor will also be required to provide leased test vehicles, for some tests, as requested by the Government. The Contractor shall perform and complete testing and associated inspections within the time specified and shall submit deliverables as required by the Schedule. Contract Award: NHTSA may award multiple Indefinite Delivery Indefinite Quantity Firm Fixed Price contracts with a base period of one (1) year plus two (2) two-year option periods which can be exercised resulting in a total possible performance period of five (5) years. This solicitation is full and open competition. Solicitation: The solicitation DTNH22-07-R-00123 will be available for downloading from http://www.fedbizopps.gov/ on or about April 28, 2008. All questions regarding this solicitation must be submitted in writing via e-mail to chelly.johnson-jones@nhtsa.dot.gov no later than May 8, 2008. The anticipated award date for this resultant contract is expected on or about September 14, 2008.
